NAICS: 562112. THIS REQUIREMENT IS A TOTAL SMALL BUSINESS SET-ASIDE, NAICS code 562112 (Hazardous Waste Collection). The U.S. Coast Guard requires services for the legal and proper disposal of hazardous and non-hazardous waste, universal waste, used oil, used antifreeze and oily water, and for the recycling of hazardous materials. Pick-up is required at three locations: New Orleans, LA 70129; Belle Chase, LA 70037; and Pascagoula, MS 39567. The statement of work is attached to the Contract Opportunities notice. Bidding contractors are encouraged to make site visits prior to providing a quote for services. RESPONSES ARE DUE NO LATER THAN 12:30 PM CT ON DECEMBER 5, 2019.

This acquisition is unrestricted under NAICS code 562211. **This notice replaces previously posted pre-solicitation (synopsis) SP450019R0011 due to a new fiscal year.** Work for the Puerto Rico HW Contract will consist of the removal, transportation and disposal of RCRA hazardous wastes, non-RCRA wastes, state-regulated wastes, non-state regulated wastes, universal wastes, compressed gas cylinders, and PCBs. This contract consists of one 30-month Base Period followed by one 30-month option period. The intended periods of performance for this contract are as follows: Base Period - 15 January 2020 thru 15 July 2022; Option Period - 16 July 2022 thru 15 January 2025. 2020 BROAD AGENCY ANNOUNCEMENT (BAA): DEVELOPMENT AND DEMONSTRATION OF MINE SAFETY AND HEALTH TECHNOLOGY (COMBINE)

NAICS: 541715. The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) permanently established the Office of Mine Safety and Health Research within NIOSH. The office aims to enhance the development of new technology and technological applications and to expedite the commercial availability and implementation of such technology in mining environments. The intent of this BAA is to support enabling activities such as technology identification, validation, demonstration, adaptation, and/or commercialization. The Office of Mine Safety and Health Research of NIOSH is soliciting concept papers to conduct research, exploratory development, testing, or evaluations of new technologies to improve mine safety, or to adapt technologies from other industries for application in mining environments. The primary interest of this broad agency announcement is to promote the modification or final development of practical technologies or systems that can be adopted by the mining community in a short period of time. Proposals to conduct theoretical or basic research will not be considered. CONCEPT PAPERS WILL BE ACCEPTED FROM THE RELEASE OF THE SOLICITATION THROUGH JANUARY 15, 2020. Full proposals for concept papers that are found to be technically acceptable will be due within 30 days after notification by the Contracting Officer. Work that will be completed in 24 months or less is desired but is not a requirement, and projects requiring up to 48 months will be considered. NIOSH estimates that the typical project under this solicitation will require between $200,000 to $300,000, although proposals for amounts up to $650,000 will be considered. Proposals in excess of the $650,000 ceiling will be neither evaluated nor considered. About 6 to 10 awards will be made from the $2M to $5M available for this BAA. A particular area of interest is non-regulatory personal measurement of coal dust and/or silica.

NAICS: 562211. THIS ACQUISITION IS SET ASIDE 100% FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS, NAICS code 562211, size standard $41.5M. The purpose of this term contract is to establish Universal Waste pick-up and disposal for the Department of Veterans Affairs - Northern California Health Care System (VANCHCS) facilities as mandated by RCRA and the California Environmental Protection Agency. Universal waste management services shall include storage, transportation and disposal/recycling of universal waste at nine VANCHCS Medical Centers and Outpatient Clinics. The use of any sub-contractors must be pre-approved by the CO and the COR. Each Disposal Facility must be within 150 miles of Mather, California, unless waived by the COR.
