Dr. Ellen Rubin is an Environmental Engineer for the U.S. Environmental Protection Agency, Science Advisory Board in Washington, DC and has worked for the EPA since 1999. Ellen was also a special assistant in the EPA’s Administrator’s Office for one year and previous to that she spent over four years working in the Technology Innovation Program on topics such as phytoremediation, ecological restoration, alternatives to incineration for persistent organic pollutants, long-term monitoring optimization, and managing international grants such as retraining scientists in the environmental field in Kazakhstan. Before she moved to the headquarters office of EPA, she worked at the Region 08 office of EPA (Denver, CO) in the Air Enforcement division investigating power plants to determine if they have made major modifications and needed to implement technologies to reduce emissions. She also tracked compliance and enforced the regulations for the Maximum Achievable Control Technology (MACT) program. For several semesters, Ellen taught at the Metropolitan State University, Denver CO. Previous to coming to the EPA, she spent 5 years in consulting working on various environmental projects, engineering evaluation, financial evaluations, and health and safety issues. Ellen joined the ITRC Phytotechnologies team in 2007. Ellen has a doctorate in environmental engineering from the University of Colorado. Her dissertation was on “Assessing the Potential for Phytoremediation of Methyl-tert-Butyl-Ether (MTBE)”. She has a master’s in environmental engineering and a bachelor of science in architectural engineering from the Pennsylvania State University and is a licensed professional engineer.
