Gary Moulder Gary received a BA in political science from Villanova University, an MS in environmental engineering from Columbia Southern University and is working toward a master's degree in occupational safety and health. He served with the US Navy on active and reserve duty for 22 years, 4 of which were spent working on environmental restoration projects with the Naval Facilities Engineering Command. Gary is employed by the Pennsylvania Department of Environmental Protection as Chief of the Federal Facilities Section, Division of Remediation Services. He has worked for the Commonwealth for over 24 years in various Departments. He serves as the principal point of contact for Pennsylvania's innovative Cooperative Multi-Site Agreement (CMSA) with the Departments of the Army, Navy, Air Force and Defense Logistics Agency as well as Program Manager for Pennsylvania's Defense-State Memorandum of Agreement (DSMOA). Gary serves on the following national committees and work groups: Association of State and Territorial Solid Waste Management Officials Base Closure Focus Group; National DSMOA Steering Committee; and the ITRC Unexploded Ordinance (UXO) Team.
