Kenneth Jackson is a research scientist and director of the New York State Environmental Laboratory Approval Program (ELAP), a position he has held for the past 21 years. He is also a professor in the SUNY School of Public Health. Dr. Jackson was previously Professor of Analytical Chemistry at the University of Saskatchewan, Canada.

New York ELAP was among the first NELAP Accreditation Bodies, and currently accredits approximately 630 laboratories testing Potable Water, Non-potable Water, Solid and Chemical Materials, and Air & Emissions to the NELAC standards.

Dr. Jackson was a member of the State/EPA Focus Group that preceded NELAC and drafted the first standards. Since then, he has continually been either a committee chair or board member of NELAC, INELA, and now TNI. He was Chair of NELAC in 1999. Currently, he is a member of the TNI Board of Directors, the NELAP Board, the Advocacy Committee, and Chair of the Consensus Standards Development Program
