Mr. Phillips is a chemical engineer and regulatory analyst with more than 23 years of environmental consulting experience focused on the implementation of RCRA, CERCLA, and Emergency Planning and Community Right-to-Know (EPCRA). He has primarily supported EPA, other federal departments and agencies, and state regulatory agencies in rulemakings, program analysis, developing policies and guidance, as well as in site assessment, permitting, inspections, and enforcement of regulations. Mr. Phillips serves as a subject matter expert in developing and delivering training on RCRA, CERCLA, and EPCRA topics. He began his environmental career as an information specialist and training director for EPA's RCRA/Superfund hotline.
Mr. Phillips has been a CERCLA Education Center instructor for various courses including Fundamentals of Superfund, Waste Treatment, Transportation, and Disposal, Preliminary Assessment and Site Inspection, Removal and Remedial Processes, and Remedial Design and Remedial Action. He has also participated in training courses for both the OSC Readiness and National Association of Remedial Project Managers (NARPM) training programs.
