His experience includes managing the U.S. Army Corps of Engineers (USACE) Innovative Technology program, writing regulations and guidance for implementing geophysical technologies in USACE's execution of Defense Environmental Restoration Program work, developing industry standards for munitions response geophysical investigations and quality control, and teaching DoD, regulatory and contractor personnel how to perform CERCLA investigations on munitions response sites. Currently he is the USACE Environmental and Munitions Center of Expertise's senior geophysicist. Mr. Schwartz has authored many guidance documents for USACE and the U.S. EPA, and he has written implementing language for USACE Engineering Regulations. Recent publications include A New Era In Munitions Response Efficiency And Effectiveness published in NAOC Newsletter, An Overview of Underwater Technologies for Operations Involving Underwater Munitions, published in Marine Technology Society Journal, and the remedial investigation and quality control guidance sections of Engineer Manual 1110-1-4009, Military Munitions Response Actions. Currently Mr. Schwartz is leading USACE's technology transition of DoD's advanced geophysical classification. Mr. Schwartz also co-develops and teaches USACE's and Army Environmental Command's training courses for performing remedial investigations and feasibility studies on munitions response sites and USACE's training courses for performing geophysical investigations in the munitions response program.
