Felicia Barnett is the Director of the US Environmental Protection Agency's Office of Research and Development (ORD) Site Characterization and Monitoring Technical Support Center (SCMTSC). She is the ORD resource and contact to the Regions and across the county for site characterization and site monitoring expertise, innovative technologies and technical support. She is the manager and contact in development and support for the EPA ProUCL statistical software.

Ms. Barnett is also the Region 4 Superfund and Technology Liaison. She is the ORD resource for investigation and remediation technologies/performance and engineering/ liaison technical support to EPA Region 4. She provides expertise to the Region's waste programs on investigative, subsurface/groundwater, and engineering technical support and innovative technologies, most specifically for pesticides, brownfields, wood treaters, metals, and phytoremediation along with national contacts within ORD for those and other fields/wastes.

She joined EPA in 1985 as a Site Assessment Manager for the Superfund Program. She later worked as a Remedial Project Manager for Hazardous Waste Site cleanups and has worked for the last fifteen years in the Office of Research and Development as an innovative technology and support liaison and for the last three years as the Director of the SCMTSC.

Felicia holds a BS degree in Chemical Engineering from the University of Tennessee in Knoxville.
