Paul ConnorPaul Connor joined NALGEP as Executive Director in April 2005. Paul has enjoyed a productive career at US EPA, most recently as Director of the Policy and Program Evaluation Division, Office of Site Remediation Enforcement, Office of Enforcement and Compliance Assurance, where he led a division of 35 professional staff in all aspects of EPA's five site remediation enforcement programs: Superfund, Brownfields, RCRA corrective action, Underground Storage Tanks, and the Oil Pollution Act. Paul developed new policies, established national goals, and tracked program accomplishments. Paul also had responsibility for legislative matters involving enforcement issues in the five remediation enforcement programs, with an emphasis on Superfund reauthorization, Brownfields, and RCRA remediation legislation. He led a team of PPED staff who drafted legislation, analyzed bills, and worked with other federal agencies, Congress, states, and stakeholders to resolve policy issues. Previously Paul was Deputy Director of the same division (1993 - 2000); Section Chief, Guidance and Evaluation Branch, Office of Waste Programs Enforcement (1990 - 1993); Attorney-Advisor, Permits Division, Office of Water Enforcement and Permits (1987 - 1989); and Attorney-Advisor, Permits and State Programs Division, Office of Solid Waste (1986 - 1987). Paul was a paralegal at Spiegel & McDiarmid in the 1980s. He holds a law degree from the Northwestern School of Law at Lewis and Clark College (1984) and a BS from Western Washington University (1979).
