Blase Leven is the Associate Director of the Center for Hazardous Substance Research at Kansas State University. At KSU, he has managed and served on technical assistance and outreach teams since 1997, for a number of EPA-funded programs - including the Technical Assistance to Brownfields (TAB), Technical Outreach Services to Communities (TOSC), and the Technical Assistance to Native American Communities (TOSNAC) programs. He was involved in the development of the first generation of this tool, known as the Brownfields Database Manager, that was created by EPA Region 8 in 2004 but became incompatible due to MSWindows updates.
