Ms. McKinley is an environmental engineer with over 30 years of experience in the hazardous waste field as well as experience in the Formerly Utilized Sites Remedial Action Program (FUSRAP) and Military Munitions Response Program (MMRP) since joining USACE in 1999. Ms. McKinley's experience includes CERCLA and RCRA compliance as well as developing and managing Preliminary Assessments, Site Investigations, Engineering Evaluation/Cost Analyses (EE/CAs), Remedial Investigations (RI), RCRA Facility Investigations, Feasibility Studies (FS), Corrective Measures Studies (CMS), Proposed Plans, and Records of Decision (RODs)/Decision Documents (DDs). Ms. McKinley currently provides technical support to the Environmental and Munitions Design Center (EMDC), Baltimore District for MMRP, Installation Restoration Program (IRP), and hazardous, toxic, and radioactive waste (HTRW) programs at active military and FUDS sites.

Ms. McKinley received a Bachelor of Science degree in Environmental Engineering from the University of Florida and a Master of Science Degree in Environmental Health Engineering from the University of Kansas. She is a registered Professional Engineer in the States of Missouri, Kansas, Illinois, and Michigan.
