Mrs. Blanca O. Roberts came to HQ USACE from the Pentagon in 2002 to serve as the Explosives Safety Program Manager in the Safety and Occupational Health Office. In this capacity, she leads the plan, development and direction of policy and programs pertaining to the safe operation of the Military Munitions (MM) and Hazardous, Toxic, and Radioactive Waste (HTRW) programs, particularly with regards to the Defense Environmental Restoration Remedial Action; Research and Development; and Engineering & Construction programs. She supports USACE field operating agencies by providing MM and HTRW program evaluations, interpretation and procedural guidance and regulations. She is the liaison with higher HQs and other agencies in the formulation and communication of innovative strategies for implementation of MM/HTRW safety policies and procedures. She is the proponent for ER 385-1-95 and EM 385-1-97. Mrs. Roberts began her Federal Career service in 1983, after working for 4-yrs in the civil sector, and have held 6-Engineering Federal positions thru the years before coming to HQ USACE. Ms. Roberts received a B.S. in Civil Engineering from the University of Puerto Rico in 1979; and graduated from the Army Management Staff College in 1993 and the Woman’s Executive Leadership Program in 1996.
