Stefanie Farrell has been instrumental in applying the watershed management approach to improve stream quality in the area surrounding Knoxville, Tennessee. During her employment as Engineering Services Coordinator, Hallsdale-Powell Utility District successfully negotiated the first National Pollutant Discharge Elimination System (NPDES) Permit in the State of Tennessee to feature a watershed management component. For several years, Ms. Farrell worked diligently to strike a balance between managing engineering operations for the Utility and developing the District's water quality initiative.
