Cliff Villa Cliff Villa is an Assistant Regional Counsel with EPA Region 10 in Seattle, Washington. Including prior practice with EPA Region 8 in Denver, and with the EPA HQ Office of Enforcement and Compliance Assurance (OECA) in Washington, D.C., Cliff has over 20 years of experience with CERCLA cleanup work. Since 2006, Cliff has served as the lead attorney for Region 10’s emergency response program. In that role, Cliff has primarily assisted Region 10 OSCs with a variety of CERCLA, OPA, and Stafford Act responses within Region 10 and across the Agency. For many years, Cliff has been a regular instructor for OSC Readiness Training and EPA’s CERCLA Education Center.

Outside of EPA, Cliff is also an adjunct professor at Seattle University School of Law. In his personal capacity, Cliff has written a number of articles appearing in such journals as the HARVARD ENVIRONMENTAL LAW REVIEW and the COLUMBIA JOURNAL OF ENVIRONMENTAL LAW. Recent teaching and writing has focused on the area of disaster law and emergency response.

Cliff was born and raised in Albuquerque, New Mexico, and received his law degree from Lewis & Clark Law School in Portland, Oregon.
