Community Reuse of Superfund sites - EPA Region 4 Spotlight

Community reuse of formerly contaminated land provides stakeholders with unique opportunities to create a positive impact on their neighborhood. This webinar will highlight the innovative community reuse of the Brown's Dump site, where the Clara White Mission operates a teaching farm, providing environmental education projects, job training, an on-site farmers market and fresh produce for Mission's programs to feed homeless and other disadvantaged community members. Stakeholders will learn how the site is part of a multi-site community empowerment and planning effort seeking to address environmental justice challenges through equitable redevelopment in Jacksonville, Florida.

Scott began his career at EPA in 1991, working on air permitting issues in APTMD. Since 2006, Scott has worked as an RPM in the Superfund Division. Scott has worked on complex sites such as Cabot Carbon/Koppers, Capitol City Plume, Camilla Wood Preserving, Alabama Plating, Townsend Saw Chain, Clinch River Corporation, Smokey Mountain Smelters, Tyndall Air Force Base, and Hipps Road Landfill. Scott established working relationships with colleges such as the University of Florida, Maryville College, Clemson University, and the University of West Florida to assist communities in potential Site redevelopment efforts, as well as meeting other community needs that were not accessible through the traditional Site cleanup process. Scott has also served in detail positions in the College Underserved Community Partnership (CUPP) program, Section Chief of the Restoration and Sustainability Section, and Section Chief of the Air Toxics and Implementation Section. Scott is a Certified Hazardous Material Manager, and active Board Member of the Alliance of Hazardous Material Professionals Georgia Chapter. Scott graduated from the Georgia Institute of Technology in 1989 with a degree in Industrial and Systems Engineering, and obtained an MBA in Finance from Georgia State University in 2000. Scott works as a Superfund Redevelopment Coordinator for the Region and a Section Chief for the Restoration and Sustainability Section.

Over the last 30 years, L'Tonya has been employed with the United States Environmental Protection Agency (EPA), Region 4, bringing a broad base of knowledge, skills, abilities, and experience to her work. In her current role as a Community Involvement Coordinator, L'Tonya has been effective and efficient in administrative duties, and creative and innovative in collaboration with a variety of internal and external stakeholders related to work at Superfund Sites. In 2010, L'Tonya was the recipient of the National Notable Achievement Award for Community Involvement Coordinator (CIC) of the Year for her work with communities in Jacksonville, Florida.

Anna Cornelious Martin, a native of Macon, Georgia, earned a B.A. in Chemistry from Wesleyan College and M.A. in Environmental Engineering from Clemson University. Her first step as a professional was taken with an engineering firm where she established an understanding of environmental technologies, private and Federal Facility Superfund sites, and engagement. In this, Ms. Martin supported in the implementation of the first Superfund Job Training Initiative that was conducted at a Federal Facility in the country where over 200 individuals were placed in careers. She also supported in the completion of the cleanup efforts at several Superfund Sites throughout the country. In 2011, Ms. Martin transferred her knowledge she gained in the private sector to the federal government where she currently serves as a Remedial Project Manager in the EPA Region 4 Superfund and Emergency Management Division. Her efforts in this role are largely focused on Federal Facilities, PFAS and chlorinated volatile organic compounds, thermal remediation technologies, and optimization of cleanup efforts.

As a native of Jacksonville and the CEO/President of the Clara White Mission, Councilwoman Ju'Coby Pittman has been leading the Clara White Mission for 27 years. She implements programs that effect change through cost-effective initiatives that engage community. She was featured on the "Today Show" to develop innovative training programs to stabilize the lives of veterans, the homeless, and the underserved. As an extension of the veteran program initiative, she raised $3.8 million to develop and open the Henri Landwirth "Beaver Street Veterans Villas and Outreach Center" in 2017 and established transitional housing for homeless veteran women. She transformed a historic vacant downtown structure into a life-changing furnished "One Stop Shop" full-service permanent housing facility that includes supportive services. Ju'Coby served as a special appointee by Governor Rick Scott on July 12, 2018, and was voted by the constituents in 2019 to serve as Jacksonville City Council Member for District 8.

Mallory Schott is Farm Manager at White Harvest Farms, an urban organic farm in Jacksonville. She's led the farm since October of 2019 and is thankful to serve a historically rich and vibrant community like Moncrief Springs. Mallory is a young professional who received her degree in Nutrition and Dietetics from the University of North Florida in 2017 where she worked at the Ogier Gardens and learned about organic farming and the power of public health programming. She is excited by the opportunity to reinvent a site like White Harvest Farms around sustainability, community health and organic farming.

Ms Balent is on the staff of the EPA's Technology Innovation and Field Services Division where she has worked to collect and disseminate hazardous waste remediation and characterization information since 2003. Ms Balent manages the Clean Up Information Network website and actively supports online communication and collaboration resources available to EPA. She formerly worked with the US Army Corps of Engineers Environmental Engineering Division in the Buffalo District. Ms Balent was also a member of the SUNY-Buffalo Groundwater Research Group where she constructed and tested large scale models of groundwater flow. Ms Balent has also conducted research relating to the Great Lakes, environmental remediation, and brownfields re-development. She holds a Bachelor's degree in environmental engineering from SUNY-Buffalo and a Master's degree in Information Technology from AIU.
