The Government seeks to identify whether there are qualified offerors that are capable of furnishing proposals for equipment, labor, supervision, and materials necessary to pack, transport, treat/process, and dispose of tritium and depleted uranium from 29 known getter beds and two known paint cans currently staged at an EPA Superfund Site in Pennsylvania. Upon review of industry response to this RFI, the Government will determine whether this action should be solicited as a single award, or whether the Government should include provisions for multiple (partial) awards for individual tasks such as packing, transportation, and disposal, and whether it should make other changes to the Statement of Work (a copy is attached to the FedBizOpps notice). DOE's Office of Environmental Management (EM) is currently in the acquisition planning stage for the potential contract award to complete the Phase 1B Deactivation & Demolition (D&D) and Soil Remediation activities at DOE's West Valley Demonstration Project (WVDP) Site in western New York. The Pike-San Isabel National Forest has a requirement to collect and dispose of hazardous material and contaminated soil left over from the abandoned Peekaboo Mine. The mine is approximately 8 miles up a high-clearance 4WD road off Highway 82 before you go up to Independence Pass. The site is near the road, but not directly accessible with a vehicle. The containers of unknown substances must be packaged properly and carted over a temporary bridge back to the dirt road to be hauled out to the main road. This is not an easily accessible job site. Project magnitude is estimated to be well less than $25,000. Contract performance period is July 15-July 31, 2019. COR will accompany Contractor throughout entire hazardous waste collection. This project is currently unfunded and is subject to the availability of funding. A non-mandatory pre-bid site visit is tentatively scheduled for Oct 22. DOE's Richland Operations Office (RL) needs uninterrupted cleanup activities and waste and spent nuclear fuels management, for the period of October 1, 2018, through September 30, 2019. RL currently contracts with the CH2M Hill Plateau Remediation Company (CHPRC) under Contract DE-AC06-08RL14788 for these services. The competitively awarded contract included a 5-year base period and one 5-year option period. DOE complied with the CICA requirements in FAR, Part 6 for both the original contract award and exercise of the option in September 2013. (The base period ended on September 30, 2013, and the option was exercised through September 30, 2018.) This JOFOC action is necessary to continue PRC work activities through fiscal year 2019 to avoid stoppage of critical work while a follow-on contract is solicited and awarded.
