The U.S. Army Corps of Engineers (USACE) Wilmington District is conducting this market research to gauge the level of interest and capabilities with regard to an upcoming acquisition for an Environmental Service contract for this requirement. The findings of market research will be used in considering a 100% set-aside for Small Businesses [8a concerns are of particular interest]. The project is subject to the availability of funds. The USACE Wilmington District is contemplating a solicitation for a full range of environmental and related services to the USACE and its customers. The environmental services generally consist of environmental compliance (including but not limited to the National Environmental Policy Act, National Historic Preservation Act, Endangered Species Act, and Clean Water Act), environmental restoration, environmental conservation (to include ecosystem restoration), and pollution prevention. The contractor shall furnish all materials, equipment, supplies, personnel, and all other services required to perform these environmental services. The work is located predominantly in the states of North Carolina and Virginia, but may also include South Carolina, Georgia, Florida, Alabama and Mississippi. NAICS: 562910. DOE's Office of Environmental Management (EM) recently released two end-state-oriented Draft RFPs to seek industry input. DOE held industry discussions to obtain feedback on EM's Draft RFPs and the EM End State Contracting Model (ESCM). EM held an Industry Exchange on August 14-16, 2018, and a Pre-Solicitation Conference on October 15-18, 2018, in Richland, WA, for the Central Plateau Cleanup Contract (CPCC) Acquisition. CPCC was the first draft "end state" Cost-Plus Incentive Fee contract model. Concurrently, EM held a Pre-Solicitation Conference on August 14-16, 2018, in Henderson, NV, for the EM Nevada Environmental Program Services (EPS) Acquisition. EM released Nevada as a single-award IDIQ contract model soliciting end-state input from industry. As a result of the comments received from interested parties (industry, community, and stakeholders), EM decided to move forward with the ESCM utilizing a single-award IDIQ contract for each acquisition with the ability to issue both cost-reimbursable and firm-fixed-price Task Orders. The ESCM is attached to the FedBizOpps notice with additional details. DOE invites all interested parties to review the ESCM and to submit comments as instructed in the attachment. THIS REQUIREMENT IS A TOTAL SMALL BUSINESS SET-ASIDE, NAICS code 562910, to perform land use control (LUC) monitoring and enforcement at landfill (LF) 034 and erosion control and repairs at LF 2 at Barksdale Air Force Base, Louisiana. In support of the DoD ERP initiative to remediate contamination and restore base property from prior Air Force operations, FY19 funding has been allocated by AFCEC to perform cleanup operations at Barksdale AFB through a contract administered by the 772nd Contracting Squadron. Contractor will perform remedial project to repair storm and erosion damage to the cover at Landfill #2 located adjacent to the Flat River. Project will include repairing holes in the landfill cover caused by falling trees and subsidence, and clearing tress and large limbs from the vicinity of the landfill access road. Contractor will bury any landfill materials exposed by erosional processes, ensuring the debris is covered as required by Louisiana DEQ Solid Waste regulations, and regrade the damaged areas to prevent surface water ponding. Contractor will also perform Land Use Controls inspection of a former munitions burn kettle area at Claiborne Range.
