NAICS: 236210. THE FORTHCOMING ACQUISITION IS ANTICIPATED TO BE RESERVED FOR PARTICIPATION BY SMALL BUSINESS CONCERNS. DOE's Office of River Protection (ORP) currently manages about 56 million gallons of highly radioactive mixed waste that is stored in underground tanks at the Hanford Site, located in southeastern Washington State. ORP is constructing a set of new facilities, collectively referred to as the Waste Treatment and Immobilization Plant (WTP), that will be used to treat and vitrify these nuclear wastes. WRPS is DOE's Tank Operations Contractor (TOC) responsible for managing Hanford's 56 million gallons of highly radioactive waste and preparing it for delivery to the WTP. WRPS activities include storing, retrieving, and treating tank waste, storing and disposing of treated waste, and closing the Tank Farm waste management areas. WRPS stores mixed radioactive and chemically hazardous waste in large underground tanks at the Tank Farm Facilities. The work performed inside the Tank Farm boundaries is some of the highest hazard work executed at the Hanford Site. The primary hazards include radiological, asbestos, lead, beryllium, and chemical vapors. Inside the Tank Farm, work activities are performed using respiratory protection equipment and anti-contamination clothing under stringent quality and safety requirements. The construction work inside the Tank Farms will require the subcontractor to have an established Quality Assurance Program, strong safety culture, and solid cost accounting controls in place. Additionally, the subcontractor and sub-tier subcontractors must have an averaged Safety Experience Modification Rate (EMR) rating of 1.0 or below for the last three years. Small business subcontractors who are interested in receiving an RFP should complete the EOI/Prequalification Questionnaire attached to the FedBizOpps notice. The information provided by the subcontractor will be used by WRPS to determine the capabilities of the small business community and identify subcontractors that will receive an RFP for the Inside the Tank Farm Construction Work. The U.S. Bureau of Reclamation, Upper Colorado Region has a requirement to acquire contractor services to develop a 30% engineering design of a deep brine injection well and associated surface facilities, which can be utilized for analysis in the Paradox Valley Unit (PVU) Environmental Impact Statement (EIS). The PVU is located along the Dolores River in the Paradox Valley of Montrose County, Colorado, about 10 miles east of the Colorado-Utah state line. The PVU is designed to prevent a naturally occurring highly saturated brine load from entering the river and degrading the water quality of the main stem of the Colorado River. Using a field of shallow brine extraction wells, the PVU currently intercepts 176 gpm of 260,000 mg/L brine and diverts it to a 16,000' deep injection well for disposal. PVU brine also contains hydrogen sulfide (H2S) which is dangerous to human and wildlife health and is corrosive to processing equipment. Typical dissolved H2S concentrations average 80 mg/L and have resulted in elemental sulfur deposition in the existing well. The injection rate has been curtailed during the 20-year life of the well due to induced seismic activity associated with the injection process. The unit is one of the most effective salinity control projects in the Colorado River Basin and provides about 10 percent of the total salinity control in the Colorado River. The PVU injection rate is currently about 6,000 barrels of brine per day, resulting in the disposal of about 90,000 tons of salt per year. Because of the relatively low permeability of the target injection formation, brine injection at these rates results in surface pressures of approximately 5,000 psi, and down-hole pressures of approximately 12,000 psi, which is above the fracture closure pressure of the injection formation. The target injection formation is a Mississippian-age limestone. Reclamation is conducting technical studies to appraise drilling and completing a second deep disposal well in the vicinity of Paradox Valley, including the drilling and completing of one or more exploratory wells, and the testing and logging of those wells. Reclamation will focus on specific sites that are likely to have suitable reservoir and operational properties. These sites have been identified by Reclamation, based on results from separate studies, such as interpretation of seismic reflection data, well data, formation properties, aeromagnetic data, geologic structure, induced seismicity, environmental impacts and the feasibility of constructing and operating surface infrastructure. THE BUREAU OF RECLAMATION INTENDS TO ISSUE A COMPETITIVE SOLICITATION FOR THIS REQUIREMENT IN EARLY TO MID MAY 2018, with an anticipated due date of June 6, 2018, at 14:00 MT. A Statement of Work will be included in the solicitation, with an anticipated period of performance of 120 days. A pre-proposal site visit will be held at PVU. The date and time of the site visit will also be provided in the forthcoming solicitation.
