NAICS: 562211. This is a Sources Sought notice only. The U.S. Government desires to procure the petrochemical removal, disposal, and recycling services on a small business set-aside basis for those classified as either service-disabled veteran-owned or woman-owned small business concerns, provided two or more qualified small businesses respond to this sources sought with information sufficient to support a set-aside. Be advised that the Government will not be able to set aside this requirement unless two or more small businesses respond with information to support a set-aside. The anticipated NAICS code is 562211 (Hazardous Waste Treatment and Disposal), size standard $38.5M. Fort Detrick has various used and waste petroleum collection equipment located throughout the installation. Used and waste petroleum must be removed periodically to ensure there are no impacts to the environment. Petroleum collection equipment can consist of used oil storage tanks and drums, oil-water separators, and grease traps. Waste petroleum may also accumulate in fuel tanks associated with various equipment due to unforeseen contamination. Periodic inspection, maintenance, and servicing of parts washer equipment must also be accomplished to ensure proper operations and minimize impacts to the environment. A new need is anticipated to perform petrochemical removal, disposal, and recycling services. Identify any condition or action in the Performance Work Statement that might have the effect of unnecessarily restricting competition with respect to this acquisition. The USACE Philadelphia District is establishing a continuing program of intermittent biological, environmental, and chemical investigations at various locations on federally owned projects and in areas (federally and privately owned) that are under study for proposed federal projects or federally licensed projects.
