All work shall be accomplished with the best standard practices (OSHA standards), and shall be completed by experienced trained/certified personnel. The solicitation will result in a firm-fixed-price type contract for a one-time service. The period of performance will be 30 days after notice of award. This Request for Information constitutes market research to ascertain the level of interest of certified hazardous/universal/energetic waste removal companies capable of providing services for the removal and disposal of hazardous waste materials from the Transportation Security Laboratory (TSL). The TSL is currently classified as a Small Quantity Generator. Volumes listed will vary; and the TSL makes no guarantee that a pick-up will contain or be limited to the estimated amounts. There will be wastes in liquid, solid, and semisolid forms, and wastes that come from material that has become deteriorated or unsuitable for use. It is anticipated that pickups of Hazardous and Universal wastes will occur on a monthly basis, whereas pickups of Energetic Materials Waste will occur as needed, up to four times a year. The price of disposal for each type of waste will include costs for segregating, packaging, transporting, and disposing of the waste. The Contractor shall be required to pick up waste within 10 business days, once notified by a TSL representative. Hughes Technical Center is seeking interest and capability statements from vendors that can provide Superfund environmental remediation services in accordance with CERCLA (Superfund). All work shall be performed in accordance with applicable U.S. EPA, New Jersey Department of Protection, and local regulatory requirements. Site activities require personnel be trained according to OSHA HAZWOPER requirements (including 1910.120 and 1926.65). The grounds and waters of the FAA William J. Hughes Technical Center, located at the Atlantic City International Airport, constitute the majority of the watershed for the Atlantic City Municipal Utilities Authority (ACMUA). ACMUA provides drinking water to the City of Atlantic City and nearby onshore communities. Both surface water and groundwater are used for this purpose. In 1985, when the ACMUA well field was in the process of being located on the Technical Center, the NJDEP issued the Technical Center an Administrative Consent Order for contamination of several areas on the property. The Center was listed on the NPL of Superfund sites in 1990, and a legally binding Federal Facility Agreement (FFA) was signed between the EPA and FAA for conduct of the Superfund remediation activities at the FAA Technical Center in 1993.
