The Network Contracting Office 8-SAO East intends to award a fixed-price requirements contract to provide commercial services. Watervliet Arsenal (WVA) is an industrial facility located in Watervliet, New York, that manufactures cannons and large caliber weapon systems. WVA stores and handles large quantities of petroleum oil products and hazardous chemicals during routine operations. The installation is located less than 500 feet from the Hudson River and has a stormsewer system that discharges to both the Hudson River and the Kromma Kill. WVA has a Fire Department (FD) located on the installation that provides initial response to spill scenarios. The FD's function is to attempt to contain the spill and prevent further migration of the product. The scope of this contract involves different levels of response to a petroleum or hazardous materials spill on an as-needed basis. Spills may occur and travel to any of several surface types and/or environmental receptors. These include but are not limited to concrete, asphalt, wood block flooring, stone, soil, storm sewer catch basins, the local waterways, etc. Spills may occur at any time of day or night. The contractor will remove and clean up the spilled material, absorbent material, other impacted materials, and clean all affected surfaces. The contractor is responsible for the final cleanup of the spilled material. This may include continued maintenance cleaning to completely remove all spilled material and clean affected surfaces. The contractor will be required to respond as soon as possible to all calls, but no later than two hours after receiving the request. In the event that a spill cannot be contained by the WVA FD, the contractor will be required to respond and augment WVA personnel and equipment. The contractor should anticipate large volumes of product or product that has reached an environmentally sensitive receptor, such as the local waterways. The Defense Logistics Agency (DLA) - Energy anticipates issuing an RFP within the next 60-90 days. The requirements are for non-personal services to include implementing interim remedial actions to support ongoing remediation efforts at Defense Fuel Support Point (DFSP) San Pedro, CA. The contractor shall implement all elements of remedial action, including installing a preliminary set of treatment wells and monitoring points, observing and providing operational data and information collected to update the conceptual system model, and then implementing the full-scale design using data collected during the preliminary installation. The contractor shall perform modeling to design and construct systems, define limits of treatment areas, and prepare remedial action completion reports. Natural gas and electric service will be available at or near each BFCUST. It will be the Contractor's responsibility to connect to these energy sources and to provide all necessary equipment (meters, piping, transmission lines, etc.) to operate the requisite treatment equipment. Furthermore, the amount of natural gas and electric power available at the site may be limited. Sequential rather than concurrent operations of some systems may be required. Contractor shall ensure activities scheduled, coordinated, and conducted in accordance with DLA and Navy Weapons Station Seal Beach policy and protocols (e.g., environmental, safety, and public affairs). The contractor shall be responsible for determining and obtaining all requisite permits (including payment of associated fees) for operation of their remediation equipment.
