The total dollar amount of any one task orders issued by the government during the 5-year period of performance will be a minimum of $262,750 and a maximum amount of $1,313,750; $1,313,750 is the cumulative total for the duration of the contract. The Federal Aviation Administration has a new requirement for soil remediation to be accomplished at Shreveport Downtown Airport, Shreveport, Lousiana, in accordance with Scope of Work. See supporting documents attached to the FedBizOpps notice for requirement details and instructions. Period of Performance: 08/13/2018 to 09/13/2018. FAA's Shreveport Very High Frequency Omnidirectional Range (VOR) property is located within and on the east side of the Shreveport Downtown Airport at 1520 Airport Drive, Shreveport, Louisiana. The facility consists of a VOR building on a gravel area with no fence. A preliminary assessment/site inspection was performed at the facility on June 13, 2017, to determine the presence or absence of lead-based paint (LBP) or lead in the soil. The lead survey detected lead in five of the soil samples at concentrations exceeding the FAA action level of 400 mg/kg. The facility is still active and was observed to be in fair to good condition. The scope of work for this project is to remove the soil in the location of the samples that exceeded the FAA action level. It is estimated that an area about 4 feet by 4 feet (to the extent possible) will be excavated to a depth of 12 inches below ground surface in each of these locations. Due to the small amount of excavation required and the proximity to the VOR building, hand excavating is appropriate; however, the actual process will be left up to the contractor. Field screening techniques, including visual observation of any paint chips, will be used to evaluate site conditions during excavation activities. Following excavation and containment of the soil, the boundaries of the excavation will be sampled using the FAA lead-based paint guidance to document remaining levels of contamination. Two to three samples will be obtained from the base of each excavation and analyzed for lead to document remaining conditions. The contractor will perform a TCLP composite sample of the excavated soils under U.S. EPA RCRA regulations for determination of hazardous waste for lead. The excavated and containerized soil can be stored temporarily at the site pending TCLP results. The contractor will perform the backfill of the excavated area with clean soil after confirmation sampling indicates satisfactory results. All work must be performed in accordance with federal, state, and local regulations. A full report is required upon completion of the project and receipt of sample results. The contaminated soil shall be removed and disposed of appropriately once the final report is reviewed and approved by FAA. FAA urges and expects offerors to inspect the site where the work will be performed. Coordinate site visit within the first 5 calendar days after the posting of this announcement.
