GSA is performing an Assisted Acquisition on behalf of the Centers for Disease Control and is searching for potential sources capable of performing the objectives set forth in the DRAFT Performance-based Work Statement (PWS, attached to the FBO notice). The intent of this RFI is to gauge industry interest and capabilities to perform the services described in the Draft PWS. Comments on the Draft PWS will also be accepted. GSA is currently contemplating full and open competition for a Time and Materials Contract unless the results from this RFI support a set-aside of any kind. FEDERAL MULTIPLE AWARD SCHEDULE HOLDERS AND/OR SMALL BUSINESSES ARE ENCOURAGED TO REPLY. The intent for any future procurement is to obtain technical assistance contract support for gathering information and planning the development of a toolbox that will allow systematic and step-by-step hazard identification, health hazard assessment, health hazard characterization, and health hazard management (i.e., strategies to prevent and mitigate hazardous exposures) of dust and odorous gases exposures from organic waste sources. The task order specifically will be used to conduct the planning, background investigation, and preliminary decision-making in relation to the software portion of the toolkit. The Organic Waste Toolbox will only focus on air emissions from biodegradable waste under anaerobic conditions. The air emissions to be considered are those with near-field human health hazard impacts, including CH4, CO2, CO, H2S and NH3. The Contractor will be required to gather information to support decisions on feasibility, design, and development for the Organic Waste Toolbox. This information needs to be in a form of a technical report and potentially publishable manuscript. Once design decisions have been made, the Contractor shall combine the information gathered into software and web-based toolkits. NAICS: 562910. THIS REQUIREMENT IS SET-ASIDE FOR HUBZONE FIRMS under NAICS code 562910. The Air Force requires industrial cleaning services for building 7 and building 9 at Whiteman AFB, Whiteman, Missouri 65305. The chemicals/heavy metals to be cleaned/removed include chromium VI, aluminum, zinc, and lead (Pb) dust. Failure to reduce contaminants below acceptable limit will result in contractor re-performance at no additional cost to the Government. In accordance with FAR 23.103(a), contractor personnel shall use products that are Energy-efficient (ENERGY STAR or Federal Energy Management Program (FEMP)-designated), water-efficient, bio-based, environmentally preferable (e.g., EPEAT(R)-registered, or non-toxic or less toxic alternatives), non-ozone depleting, or made with recovered materials. The contractor will not need certifications. The contractor will need a Safety and Health plan with a heavy focus on chromium VI and lead. These 2 chemicals are called OSHA expanded standards, meaning OSHA regulates these more strictly than other chemicals. Chromium VI is covered under OSHA 29 CFR 1910.1026 and lead is covered under OSHA 29 CFR1910.1025. The safety and health plan will have to address these expanded standards. A rough estimate of the areas needing heavy cleaning is 32,463 sq ft and the area needing to be cleaned lightly is roughly 18,561 sq ft. The heavy cleaning will include floors, all horizontal surfaces (which include any horizontal areas like pipes and ducts that can collect falling or settling dust/debris), and walls to 8 ft high. A lighter cleaning will be required from 8 ft high to the ceiling that lowers the contamination below the acceptable limits detailed below. Contractor personnel will need to provide their own equipment to reach the walls (such as a scissor lift, ladder, or scaffolding). The Contractor is responsible for any and all testing throughout the entirety of the requirement. The cleaning shall take no more than 21 working days. The Environmental Laboratory, Environmental Processes Branch requires means to monitor biological effects of chemicals and other stressors on microbes, insects, birds, and mammals. Understanding how biological systems modify and adapt to these chemicals requires long-read sequencing to determine which genes are up or down regulated. To enable the determination of gene regulation, the Environmental Laboratory requires sequencing from environmental samples. The objective of projects is the assessment of toxicity of environmental contaminants and how the genes are expressed or altered under these conditions. Due to data variability between companies performing sequencing services, each project will use the company that performs the first call for the services for the project from beginning to end. This will eliminate error due to different instrumentation, different sample and data processing, and different methods. The companies performing these services must use high throughput instruments, such as Illumina Hi-Seq X instruments, Hi-Seq 4000 instruments, Hi-Seq 2500 instruments, NovaSeq 6000. NAICS: 541620. EPA's Contract EP-W-12-007 with Eastern Research Group, Inc. (ERG) -- a cost-reimbursement Work Assignment contract that provides enforcement support for the Office of Civil Enforcement's Clean Air Act Mobile Source regulatory activities -- has been extended through 10/5/18. During its work on reprocurement of the requirement, the procurement team concluded that it would be preferable to change the procurement strategy from what had been initially planned (use of the existing contract type) to the acquisition of a Time and Materials contract. This change in strategy resulted in the need for additional time to fulfill required procurement activities, and a corresponding need to extend the end date of the existing contract. The estimated level of effort ceiling has been increased by 6,416 hours to a new total of 32,916 hours, and the total estimated cost-plus-fixed-fee ceiling has been increased by $699,992 to a new total of $3,389,497. The cessation of support under the contract that would result without its extension would have had a significant negative impact on OCE's mission. To solicit new contract support for the ongoing work being performed under the current one would have been impractical as it would have resulted in the suspension of critical ongoing activities such as previously scheduled inspection events, and would have caused the agency significant administrative and financial burden. For these reasons, ERG was the only practical source available to perform the ongoing contract requirements.
