AFFF removal and disposal will include collection of required field samples and laboratory analysis, extraction of AFFF from fixed systems and mobile equipment, replenishment of AFFF systems with MILSPEC compliant AFFF concentrate, cleaning/rinsing of AFFF equipment and systems, and proper disposal of AFFF concentrates and rinsates (see details in the Performance Work Statement). The Defense Logistics Agency (DLA) Energy is investigating the interest, capability, and availability of small businesses that can provide the following: (1) environmental assessment and long-term management; (2) potential implementation of new remedial systems; (3) advancement of restoration sites as close to Site Closure (SC) as practicable while maintaining long-term O&M in a cost-effective manner; (4) operation of in-place remediation systems; (5) and emergency response services in California for DFSP Norwalk, DFSP San Pedro, or DFSP Ozol.
