The Bureau of Land Management's Alaska Fire Service manages facilities that are subject to contaminated site investigations for petroleum contamination. During the course of these investigations, soil and water samples will be collected and will require laboratory analysis and a report of the analytical results to determine the level of contaminants in these soil and water samples. This notice is a request for a firm-fixed-price Blanket Purchase Agreement (BPA) for Laboratory Analysis of Soil and Water Samples. Provide pricing information to include the information requested under header "Pricing Schedule." The Contractor shall furnish all labor, materials, equipment, and supervision etc. necessary to provide the Lab Services for Contaminated Site Investigations in accordance with all the BPA clauses and attachments. The samples to be analyzed are expected to come from contaminated site investigations (for petroleum contamination) and will include soil and water media. The investigation requirements will vary but an estimated minimum number of samples for analysis each year will be 20 samples. Ongoing sampling requirements for soil stockpiles likely will continue for at least one more season and monitoring wells likely will continue for at least two more seasons, depending on results of analysis. Field work requirements are variable and no minimum guarantee of work can realistically be predicted. The period of performance for this contract is one base year and four option years. This presolicitation notice is issued to advise interested contractors that the Norfolk Naval Shipyard, Contracting Department, Services Division intends to negotiate an IDIQ Contract on an unrestricted basis utilizing FAR Part 12 and FAR Part 15 in support of the Naval Nuclear Propulsion Program (NNPP) for contractor services for transportation, treatment, and disposal of NNPP waste materials. The waste materials shall be handled and disposed of according to all applicable federal, state, and local laws and regulations. The period of performance for the resulting contract will be for one 12-month base period and four 12-month option periods, including FAR Clause 52.217-8 (Option to Extend Services).
