This intent of this notice is to gather information (i.e., market research) on industry capabilities in testing, removal and proper disposal of potentially asbestos and/or mold-contaminated obsolete trailers, exterior porches, and awnings for the Department of Interior, National Park Service, at Yellowstone National Park. NAICS: 324199. Arctic Slope Regional Corporation Communications LTD (ASRC) under the BOS contract FA3002-16-C-0004 is contemplating the issue of solicitation JB1164: Fuel Spill Clean-Up Building 47. At Building 47, fuel records from August 2018 indicated a loss of fuel. Initial visual assessment did not identify visible fuel or fuel odors present around Building 47. An initial investigation conducted in November 2018 consisted of soil and groundwater sampling from four boreholes and discovered varying levels of BTEX and total petroleum hydrocarbons in the soil in all four boreholes. Previous borings indicated affected soil to the final depth of 16-18 feet below ground surface. The investigation indicated a piping leak had occurred, and the piping was moved aboveground. In addition, small amounts of LNAPL were identified in all four boreholes. The project's purpose is to determine the extent of contamination and prepare a remedial action plan with cost estimates to remediate the site. Contractor shall furnish all supervision, labor, equipment, consumable materials, supplies, tools and other items to complete the tasks listed in the scope of work. Quotes will include all shipping charges for completion of the project. The contractor shall coordinate all work with ASRCC construction management and environmental management before starting any investigation work. Sealed bids will be accepted only through mail service or hand delivery. Emailed bids will not be accepted. BIDS MUST BE RECEIVED NO LATER THAN 2:00 PM CT ON TUESDAY, NOVEMBER 19, 2019. Funds are not presently available for this effort. No award will be made under this solicitation until funds are available.

NAICS: [Not given.] USGS is seeking information from industry, academia, nonprofits, and research institutions on innovative technologies that should be considered as part of the Next Generation Water Observing System (NGWOS) effort ongoing within the agency. This includes technologies that strategically enhance the temporal and spatial collection of water quantity, quality, and water-use data in surface and groundwater across the United States. The data will be served through a modernized USGS National Water Information System coupled to advanced modeling tools to inform daily water operations, decision-making during water emergencies, assessments of past trends in water quantity and quality, and forecasts of future water availability. This Request for Information (RFI) is to help identify promising technologies or interested partners who are capable of jointly developing technologies that can integrate with current USGS R&D efforts. A few items from the list of the types of technologies of interest include (1) new sensors for monitoring continuous water-quality, including sediment, nutrients, contaminants, and environmental DNA and (2) innovative technologies for detecting and monitoring hazards such as spills and harmful algal blooms.
