NAVFAC SW is preparing to release a solicitation for a firm-fixed-price IDIQ multiple-award contract for environmental remediation of radiological contaminants (RADMAC III) at various contaminated sites, predominately at Navy and Marine Corps installations within the NAVFAC SW, NAVFAC Pacific, and NAVFAC Atlantic areas of responsibility. This pre-solicitation notice is being issued for the purpose of advising potential offerors of the Government's requirement for follow-on performance-based contracts to current Base Realignment and Closure environmental remediation activities at 40 BRAC installations. This new effort will be called the BRAC Environmental Construction Optimization Services (BECOS). At present this work is accomplished through multiple performance-based remediation (PBR) task orders at multiple installations managed by BRAC/CIB, Joint Base San Antonio - Lackland. The BECOS efforts will transition from the existing PBR contracts/task orders. Should the Air Force determine to proceed with this requirement, it will be issued as a single RFP with intention to award six individual single-award IDIQ contracts, one per annotated region that will include full/open, 8(a) set-aside, and 100% small business set-aside, resulting in a firm-fixed-price with cost reimbursable CLINs, D-type contract. Offerors may be selected for award of one or maximum of two for which they propose. The IDIQ will include a 10-year period of performance anticipated to run from July 31, 2020, through July 30, 2030 [initial ordering period ranges 7-31-2020 to 7-30-2025 with the option to extend three more years, through July 30, 2028]. The contract will permit performance up to two years after the end of the ordering period to complete existing task orders by July 30, 2030. RILEY PASS URANIUM MINES CERCLA PROJECT BLUFF: A RESPONSE ACTION (PRESOL)

NAICS: 237990. THIS WORK WILL BE ADVERTISED THE 4TH QUARTER OF 2019. The Custer Gallatin National Forest is conducting a removal action as part of the Riley Pass Uranium Mines CERCLA response action in Harding County, South Dakota. The Riley Pass site comprises several abandoned uranium mines with elevated levels of heavy metals and radioactive isotopes. The work involves excavating and moving approximately 20,000 CY of contaminated mine waste to a designated consolidation area, regrading excavated areas, and placing 15,000 CY of soil cover over the consolidated waste and removal areas. Erosion control, dust control, soil amendments, and revegetation are part of the contract requirements. This work is being performed under the Forest Service's CERCLA authority, and all personnel must have current 40-hr HAZWOPER certification. A pre-solicitation site visit is scheduled for 9:00 AM on November 19, 2019.
