The purpose of this Amendment is to correct an FBO posting system error by reopening the solicitation period until 2:00 PM ET on February 26, 2019. EMAP is a program under the Division of Environmental and Cultural Resources Management, Burea of Indian Affairs. The EMAP Program has the authority to verify performance of Indian Affairs' (IA) program operations and activities for compliance with federal environmental laws to protect human health, welfare, and the environment. The EMAP compliance audits occur on a continuous three-year cycle, with each facility audited at least once during each cycle and recorded on the Environmental Management System. The objective of this effort is to clear the total number of sites from environmental issues according to the EPA Global settlement Agreement. The SOW is divided in three sections: (A) Bureau of Indian Education (BIE) - 166 BIE schools (166/3 = 55.33 schools per year). (B) Bureau of Indian Affairs (BIA) - 27 water systems serving BIE schools (comprising BIA operated buildings and facilities). Lab results shall be verified via email (see Task C.) (C) Office of Justice Services (OJS) - The OJS is a subdivision of the BIA. 8 detention center water pump systems. The SOW identifies tasks for Environmental Audits, which includes Bureau of Indian Affairs-controlled facilities within Tribal Reservations and the BIE, BIA and OJS. The purpose of this sources sought synopsis is to seek responses from small business concerns with specialized capabilities to meet all, or part of, the requirements defined in the draft Performance Work Statements (PWSs, posted on FedConnect) with the intent of assessing set-aside possibilities. DOE is currently in the acquisition planning stage for potential award of a contract for the continuation of Infrastructure Support Services (ISS) at the Portsmouth/Paducah Project Office, i.e., at the Portsmouth DOE reservation, known as the Portsmouth Gaseous Diffusion Plant (GDP) site near Piketon, Ohio; and at the Paducah GDP on a federal reservation in Western Kentucky. Continuous operation of the Portsmouth GDP (about 3,700 acres) since 1954 has resulted in the accumulation of years of inorganic, organic, and low-level radioactive waste materials. The Paducah site (about 3,556 acres + 133 acres of off-site easements) is a government-owned uranium enrichment plant constructed in the early 1950s. The site includes Hazard Category 2 Nuclear Facilities, primarily based on the uranium inventory, as well as other radioactive materials, such as transuranics. The range of contractor support services shall include computer, telecommunication, and cyber security services; safeguards and security; grounds maintenance (including roads and parking lots), snow removal, and pest control; training services; environmental, safety, health and quality (ESH&Q) program; environmental management including waste management and pollution prevention; facility maintenance, surveillance, and repair; real and personal property management; janitorial services; records management and document control; mail services; fleet management; transition/contract closeout; and other project support to DOE as appropriate. The NAICS code for the current Portsmouth and Paducah contracts is 561210 (Facilities Support Services), small business size standard $35.5M. Small business concerns shall identify their company as one or more of the following: small business; 8(a) business; HUBZone small business; small disadvantaged business; woman-owned small business; economically disadvantaged woman-owned small business; or service-disabled veteran-owned small business. This notice constitutes market research and serves only as a method of establishing technical capabilities and commercial interest by companies interested in refurbishing an aboveground engineered tank, part of the Fernald Preserve, Ohio Site Converted Advanced Wastewater Treatment (CAWWT) system. Qualified candidates may be invited to participate in a follow-on request for technical and business proposal. RELEASE OF THE RFP IS ANTICIPATED ON OR ABOUT MARCH 25, 2019. While remediation of buildings and soil contamination at Fernald was completed in 2006, groundwater remediation continues. The CAWWT has successfully treated uranium-contaminated groundwater and other site wastewater (uranium concentration is <100 ug/L) at the Fernald site using mixed media filtration and uranium-specific ion exchange unit operations. Refurbishment of the aboveground engineered tank will encompass: (1) Characterizing basin sediments/material. (2) Removing approximately 320 cubic yards of presumed low-level radiological basin waste consisting of sediments with vegetation (cattails, duckweed, and other aquatic plants), plus removal and disposal of the liner. (3) Managing approximately 1 foot of basin water, which will be placed back into the new basin. (4) Processing, packaging, and shipping waste that will meet the Waste Acceptance Criteria at either Energy Solutions (Clive, UT) or Waste Control Specialists (Andrews, TX) disposal facilities. (5) Providing regraded base per basin manufacture's specifications. (6) Installing new liner utilizing existing basin structure and reconnecting piping and pumps that were disconnected during waste removal. (7) Installing bubbler aeration system. (8) Installing floating basin cover made of engineered balls. The winning bidder will be required to utilize DOE's negotiated rates for approved transportation carriers.
