The Contractor would be required to have sufficient staff, flexibility, and capability to conduct environmental remediation activities ranging from routine to complex at about 90 JBER Installation Restoration Program and Military Munitions Response Program Sites. Remediation activities at JBER are being conducted pursuant to CERCLA for some of the sites and in accordance with the Alaska Department of Environmental Conservation (ADEC) regulations for the others. JBER-Elmendorf was added to the NPL in 1990 and signed a Federal Facility Agreement (FFA) in 1991. JBER-Richardson was added to the NPL in 1994 and signed an FFA in the same year. JBER-Richardson also has a companion State-Fort Richardson Environmental Restoration Agreement signed in 1994 and a State-Fort Richardson Underground Storage Tank (UST) Compliance Agreement signed in 1993. The FFAs will remain separate. Regulatory oversight at JBER is provided by U.S. EPA Region 10 and ADEC. The JBER Installation Restoration Program (IRP) is required to implement remedies as necessary to enable the mission, protect human health and the environment, and comply with laws. The goal of the Optimized Remediation Contract (ORC) initiative is to ensure the JBER IRP continues to fulfill all facets of its Environmental Restoration Program (ERP) mission, while effectively and efficiently managing the program in a performance-based, results-oriented, and cost conscious framework. The intent of the ORC initiative is to advance site cleanup during the period of performance in the most efficient and cost-effective manner as supported by a business case analysis that achieves the greatest reduction in life-cycle cost (LCC). The Contractor will analyze for possible substantial reduction of long-term environmental liabilities and LCCs through optimization of environmental restoration activities for all sites included in this contract while complying with applicable federal, state, and local laws and regulations and applicable base-specific orders, agreements, or rules.
