The U.S. Military Academy, West Point, NY, anticipates a need to procure Hazardous Material Response Services for the Academy and for Hangar 108/109 at Stewart Airport, Newburgh, NY. Contractor shall address emergency and non-emergency spill response and cleanup activities related to spills and accidental discharges of hazardous and non-hazardous materials at West Point and Hangar 108/109 at Stewart Airport by providing turn-key response cleanup, including waste analysis, sampling, hazardous material packaging, and waste disposal services to these incidents on an as-needed basis. The Government will use the information submitted in response to this notice to evaluate vendor interest and capability for Blanket Purchase Agreement (BPA) awards. The intention is to award a minimum of two and a maximum of four BPAs for a 5-year period of performance. RESPONSES MUST BE RECEIVED NO LATER THAN 5:00 PM ET ON JULY 3, 2019. This notice will be the only means of soliciting vendors for this requirement and no separate RFQ/RFP will be issued.

U.S. EPA is performing market research to evaluate the interest and capabilities of large and small businesses in preparation for a future procurement under NAICS code 541715 [Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology)], size standard 1,000 employees. Small businesses are particularly encouraged to participate in this Sources Sought process. EPA's Office of Research and Development has a continuing requirement to obtain research laboratory support services at its facility (primary location) in Research Triangle Park, NC, as well as various remote locations. Support to be provided includes facility scheduling, daily on-site and off-site operations, research activities, and modification and maintenance of facilities. (4) Process sampling and monitoring, including acquiring and using laboratory samples and related equipment for laboratory, pilot, and full-scale processes. (5) Analytical chemistry and microbiology, including sample preparation, inorganic analysis, organic analysis, physical analysis, and microbiological analysis. (6) Instrumentation and electronics, including the development, modification, fabrication, calibration, repair, design, and maintenance of instrumentation and electronics (e.g., laboratory instruments, computer interfaces, sampling equipment, machine and fabrication shop processes). (7) Off-site research, including remote location research in areas such as diesel emissions, automobile emissions, residential wood combustion, ventilation and air cleaning, decontamination and disposal, relationship between indoor and outdoor fine particles, etc. (8) Technical support to pilot-scale and field studies, including conducting field evaluations for various types of pollutants; operating and maintaining a field evaluation facility for both short and long durations; developing and executing research plans; conducting and supporting regional exposure studies; designing, validating, and implementing time-activity measurement methods; and providing Institutional Review Board approval for research involving human subjects. An IDIQ-type contract is anticipated, with individual task orders issued on either a firm-fixed-price or time-and-materials basis. The expected contract start date is April 1, 2020, for a duration of a single 5-year ordering period.
