NAICS: 541620. The FDA's Winchester Engineering and Analytical Center (WEAC) is responsible for analyzing regulated products for radioactive contaminants and samples for routine surveillance and radiological or nuclear emergencies. These analyses require the use of radioactive material, which is regulated by the Nuclear Regulatory Commission under License No. 201-08631-01, which specifies that ORS establishes a radiation safety program to ensure the safety of the workers processing products containing (and conducting research involving) radioactive material and to ensure the safety of the general public. Although most of this work is completed at WEAC, some minor work involving tritium is also conducted at ORS's Northeast laboratory in New York. Additionally, one non-ORS lab is also covered under the license is the FDA Center Drug Evaluation and Research's (CDER) Division of Pharmaceutical Analysis (DPA) laboratory in St Louis, which holds a sealed nickel-63 source. The license requires an audit of the radiation safety program every year by a third-party health physics firm. The contractor shall provide the Government with a radiation safety audit that meets or exceeds the requirements laid out in the statement of work attached to the FedBizOpps notice. NAICS: 541620. THIS ACQUISITION WILL BE UNRESTRICTED under NAICS code 541620. The Government contemplates the award of a fixed-price, fixed-rate IDIQ-type contract resulting from this solicitation. The contract will have a 4-year base period of performance and one option year. This action is in support of U.S. EPA Region 1 (New England). The contractor shall supply a team of proficient Level A trained and experienced personnel to provide support during emergency responses. In accordance with the Contract Statement of Work (SOW), the Core Readiness Team (CRT) shall maintain a 24-hour, seven-days-per-week, year-round response capability to respond to EPA's need on a Regional, backup Regional, and cross-Regional national and international response basis. The CRT shall comprise 10 field staff members having the qualifications and experience listed in Response and Key Personnel Qualifications. The CRT shall be used to staff removal actions and other work during periods when they are not responding to emergency responses, Stafford Act weapons of mass destruction incidents, or counter-terrorism drills and exercises. The CRT will be fixed price. The fixed rates for labor, equipment, and other specified items are inclusive of all expenses, including salaries, overhead, health and safety, medical monitoring, personal protective equipment in accordance with OSHA 1910.120, monthly progress reports and monthly status reports, computer and communications supplies and support, general and administrative expenses, and profit.
