NAICS: 562910. This RFI/sources sought is issued for the purpose of conducting market research. U.S. DOE's Office of Environmental Management (EM) is currently in the acquisition planning stage for processing, shipping, and disposal of radioactive waste with transuranic (TRU) constituents and commingled chemical constituents currently located at DOE's Separations Process Research Unit (SPRU). SPRU is located on the site of the Knolls Atomic Power Laboratory in Niskayuna, New York, where 24 waste containers have been characterized as TRU (or suspect TRU) waste. Some of these wastes will require management as TRU waste once the waste materials are processed (characterized, treated, segregated, and repackaged). The intent of this request for information is to identify prospective vendors that can transport the waste containers, process the waste, and dispose of the waste at DOE facilities for low-level radioactive waste OR at DOE-approved, permitted commercial disposal facilities for low-level radioactive waste. Some of the wastes may not be deemed suitable candidates for processing (or the residuals after processing will still be TRU waste). The contractor will need to provide transportation services back to SPRU or between SPRU and another DOE facility that can process or store TRU waste. DOE solicits input via capability statements and answers from interested parties with the specialized capabilities necessary to perform all or part of the requirements defined in the draft Performance Work Statement. The NAICS code for this requirement is expected to be 562910 (Environmental Remediation Services), small business size standard 750 employees. This feedback will assist DOE with identifying interested and capable sources for developing its acquisition strategy. DOE is also seeking to determine whether all or part of the requirement can be set aside for any categories of small business. The estimated period of performance is August 1, 2020, to July 31, 2021. This is a new requirement; there is no incumbent contractor. All interested parties are invited to submit a capability statement, 10 pages max. SUBMIT CAPABILITY STATEMENTS VIA EMAIL NO LATER THAN 7:30 AM ET ON AUGUST 19, 2019. [NOTE: The RFI specifies August 19; the due date given in the General Information section at FedBizOpps is August 18.]
