The U.S. Army Corps of Engineers - Baltimore District intends to issue a solicitation for optimized remediation services to support the Joint Base Andrews Environmental Remediation Program as a competitive small business set-aside acquisition for the award of a firm-fixed-price C-contract for the JBA ORC EPA program. At this time USACE Baltimore is releasing and seeking feedback for a DRAFT solicitation. This feedback must be submitted via https://www.projnet.org. Instructions for accessing projnet.org are located in Section L of the DRAFT solicitation. FEEDBACK MUST BE RECEIVED NO LATER THAN 11:00 AM ET ON OCTOBER 4, 2019, for consideration by the USACE Baltimore District. A FINAL solicitation will be posted at a later date to request submission of proposals. This forthcoming requirement is for environmental remediation activities at Joint Base Andrews, Camp Springs, MD. The range of activities necessary to conduct site restoration include maintenance of established remedies, implementation of optimization to enhance remedial progress at applicable sites, and achievement of site-specific objectives. Contractor shall undertake environmental remediation activities to achieve performance objectives at 14 Installation Restoration Program sites and 9 Military Munitions Response Program sites.

This sources sought notice is issued only for market research purposes to determine the availability of firms to perform remediation activities and all required support (i.e., construction and site maintenance) at the Formerly Utilized Sites Remedial Action Program (FUSRAP) Luckey Site near the Village of Luckey, Wood County, OH. All firms of appropriate background are encouraged to respond, including HUBZone, 8(a), SDVOSB, and small and large business under NAICS code 562910, small business size standard 750 employees. The Luckey site was formerly used for beryllium processing, and contaminants of concern include beryllium, lead, radium-226, thorium-230, uranium-234, and uranium-238 in soils, sediments, fill materials, other miscellaneous debris, and groundwater. Remediation services are currently being performed on site by North Wind Portage. The work and services will consist of environmental remediation and support for the USACE Buffalo District. The project involves excavation, transport, and disposal of FUSRAP-contaminated soil, sediment, and materials at a properly licensed facility. USACE anticipates issuing a cost-plus fixed-fee contract (some fixed price line items may be included) for a period of performance up to 10 years (including options). Total project magnitude is estimated at $100M - $250M. USACE anticipates releasing the RFP in 2020 with a contract award in 2021. Potential offerors having the skills and capabilities necessary to perform the described project are invited to provide feedback via email.
