Following construction of an evapotranspiration cover on a former 15-acre landfill at the Fort Carson military base in Colorado, partnership with an independent developer and the local utility enabled construction of a 2-MW solar farm above the covered landfill. Under a power purchase agreement, the base leases land to the utility, which in turn supplies electricity to the base at a discount rate.
