Edgar RuizEdgar Ruiz is the Deputy Director of the Council of State Governments — WEST (CSG-WEST). In this capacity he serves as key member of the management team in the strategic development, direction, and implementation of the organization's key programs and services. Among these is coordinating regional cross-border programs and activities with Canada and Mexico, including the management of the United States - Mexico State Alliance Partnership, a collaborative, multi-branch alliance comprising CSG and its Western and Southern regional offices, the U.S. Agency for International Development (USAID), Conference of Western Attorneys General (CWAG), National Association of Attorneys General (NAAG), National Association of State Treasurers (NAST), and other officials aimed at strengthening cooperation among state officials and institutions of the United States and Mexico.

Edgar also administers CSG-WEST's Western Water and Public Lands Committee and the Legislative Council on River Governance. Prior to joining CSG in 2001, Edgar served as Management Analyst in the Community Development Department of the City of Lake Forest, California, and as legislative staff for then-Assemblywoman (now State Senator) Denise Moreno Ducheny in the California State Legislature. He holds a Masters degree in Public Administration and B.A. in Political Science from San Diego State University, and is currently a part-time law student at Lincoln Law School of Sacramento.
