Robert PhaneufBob has worked in the field of solid waste management in a regulatory oversight role since 1977. In this capacity, Bob has been the supervisor of the Eastern Solid Waste Facility Section, where his primary duties included: formulation of statewide solid waste management policy for the NYSDEC and the supervision of technical and administrative evaluations of Part 360 applications to construct and operate solid waste management facilities throughout New York State. Bob was also a key member of the Division’s rule-making team for both the 1988 and 1993 revision efforts on the State’s solid waste management regulations (6 NYCRR Part 360) with primary focus on landfill regulations relating specifically to landfill siting, design, construction, operation and closure. Bob has coordinated the development of several technical assistance workshops and seminars on behalf of the Division relating to landfill design, construction, operation and closure technologies.

As of April 2003 the Division asked Bob to supervise the Western Hazardous Waste Engineering Section within the Division of Solid & Hazardous Materials. In this new assignment Bob will be supervising the permitting of hazardous waste landfills in NYS and will be overseeing numerous corrective action projects across the state.

While Bob has accepted this new assignment, the Division has additionally asked Bob to assist the Division with any upcoming Part 360 rule-making/revision efforts - specifically with respect to Subpart 360-2 Landfills, bioreactor landfill concepts, CQC and CQA matters and any other landfill related requirements of Part 360. Bob also continues to provide technical support to the Division’s solid waste program staff along with his new duties.

Bob is currently Chair Person of the ASTSWMO’s Bioreactor Landfill Work Group, which is comprised of state solid waste officials who have experience with implementing bioreactor landfills from across the country (CA, DE, KY, NY, TN, VT, VA, and WI.).

Bob is a registered professional engineer in the State of New York, and he holds a Bachelor of Science degree in Civil and Environmental Engineering from Clarkson University, located in Potsdam, New York.
