In addition to responsibilities such as tracking and reporting on the use of remediation technologies in Superfund, Carlos manages the Brownfields and Land Revitalization Technology Support Center. He is currently engaged in helping define OSWER's green remediation strategy (the topic of his presentation). In recent years he also worked as a special assistant to the EPA Administrator and with the United States Trade Representative doing environmental reviews of free trade agreements. Previously his duties also included the development and delivery of key training Superfund courses such as Remedial Design & Remedial Action. He has a BS from Colorado State University in Watershed Management and graduate degrees in environmental and business management from Duke University and a Georgetown respectively.
