Source Removal: Policy and Practice in the Florida Drycleaning Solvent Cleanup Program

This presentation will discuss the approach being taken by the Florida Department of Environmental Regulation at sites where DNAPL (most frequently PCE from drycleaning operations) is contaminating soil and groundwater. There will be a discussion of the decision process by which sites are selected for aggressive source removal actions, as well as a discussion of the management/remedial approach taken at those sites where source removal is not practical for reasons of physical setting, access, or cost. Particular attention will be paid to biological containment as a means of managing sites at which source removal is not attempted. Aggressive source removal technologies which will be discussed include in-situ chemical oxidation, cosolvent flushing, co-oxidation, and excavation.
