Perspectives on the Implementation of Greener Cleanups

The practice of implementing greener cleanups to secure protective remedies with a lower environmental footprint continues to mature and expand, with greater levels of experience among regulators, site owners, and cleanup professionals alike. Through this webinar we will hear first-hand from individuals in all three sectors on their experiences with actual sites where greener cleanups have been implemented. Three of the projects applied the ASTM Standard Guide for Greener Cleanups (E2893), and represent three major federal agencies involved in site cleanups. We will also learn how greener cleanups are implemented by a corporation owning a portfolio of sites requiring remediation work.

Lonnie A. Duke is a physical scientist working for the Air Force Civil Engineer Center, Travis Installation Support Section. He has nearly 25 years of environmental experience with the US Air Force and has spent over 20 years working on Travis AFB. He is currently the Travis AFB Restoration Program Manager. In 2008, Mr. Duke took over the Travis AFB groundwater treatment plant O&M program. It was during this timeframe that the Environmental Protection Agency published a primer on Green Sustainable Remediation (GSR). The use of GSR techniques was quickly adopted by Lonnie Duke and the Travis AFB program and it has been incorporated into the base’s cleanup strategies and decision making ever since. Mr. Duke received a B.S. in Industrial Technology from Southern Illinois University at Carbondale. In addition, he has completed the Air Force Squadron Officer School program from Air University and he has completed several Air University Leadership programs.

Monica Fulkerson is a Senior Environmental Engineer with Jacobs (formerly CH2M) since 2006. Monica is located in Charlotte, NC and is a licensed PE in North Carolina. She has 17 years of experience and serves as a Senior Technical Consultant, Design Manager, and Project Manager, specializing in site management and remediation projects. Monica has a B.S. and an M.S. in Civil and Environmental Engineering from Virginia Tech.

Linda is a Remedial Project Manager in the Federal Facilities, RCRA Corrective Action, and Superfund Program and has been with EPA for 27 years. She is with EPA’s Region 10 Seattle Office, and is a licensed Professional Engineer with a MS in Engineering from the University of Washington.

Ms. Babcock is a project manager and engineer with 20 years of professional environmental experience.  She has managed a variety of projects including remedial investigations, feasibility studies, remedial designs, soil and groundwater remediation, and mine waste mitigation.  She is currently the project manager for the North Ridge Estates Superfund Remedial Action.

Ms. Wolf is an professional engineer with the AECOM Environment Business Line who frequently works on remediation, sustainability assessment and environmental compliance projects. She has a B.S. and M.S. in Environmental Science and Engineering from Clarkson University. She has experience in remedial investigation, site characterization, design of various remediation technologies, sustainability analysis for remedial alternatives and facility inspection and preparation of spill prevention control and countermeasure (SPCC) Plans. She is an active member of the Sustainable Remediation Forum (SURF), a professional organization that promotes the use of sustainable practices in remediation design and implementation. She currently serves on the SURF Board of Trustees as the president of the organization.

Carlos manages EPA's Brownfields and Land Revitalization Technology Support Center which has an overall goal of advancing best practices and new technologies in cleaning up Brownfield sites. The Brownfields Road Map is a product of the BTSC, which in turn is a collaborative effort between the Superfund Program and the Office of Brownfields and Land Revitalization. Carlos has a broad cross-program perspective on innovative practices in site assessment and cleanup, and he generates and manages knowledge and information on the use of technologies in the Superfund Program. He is currently leading a cross-Agency effort to advance EPA's Principles for Green Remediation.

In recent years he has held other positions including Deputy Director for Environmental Reviews with the United States Trade Representative, and as a special assistant to EPA Administrator Johnson. He has a BS from Colorado State University in Watershed Management and graduate degrees in Environmental and Management from Duke University and an MBA from Georgetown University in DC.

Ms Balent is on the staff of the EPA's Technology Innovation and Field Services Division where she has worked to collect and disseminate hazardous waste remediation and characterization information since 2003. Ms Balent manages the Clean Up Information Network website and actively supports online communication and collaboration resources available to EPA. She formerly worked with the US Army Corps of Engineers Environmental Engineering Division in the Buffalo District. Ms Balent was also a member of the SUNY-Buffalo Groundwater Research Group where she constructed and tested large scale models of groundwater flow. Ms Balent has also conducted research relating to the Great Lakes, environmental remediation, and brownfields re-development. She holds a Bachelor's degree in environmental engineering from SUNY-Buffalo and a Master's degree in Information Technology from AIU.
