OSRE Institutional Controls and Long-Term Stewardship Series: Updates and Developments in IC Tracking at Superfund and RCRA Corrective Action Cleanup Sites

This session will explore how the Superfund Enterprise Management System (SEMS) and RCRAInfo are used to track information on institutional controls. SEMS (a replacement of the old CERCLIS database) has been updated to include more relevant IC data fields and is now easier for regional attorneys and informational management coordinators to use. The SEMS IC module now better streamlines the information gathered and improves data consistency by categorizing IC criteria in accordance with the PIME guidance document. This session will also discuss the pilot program to map site, ICs, and Area of Limited Use boundaries using "Cleanups in My Community," which will refer users to site specific information including the Site Profile Page, site contacts, and actual IC instruments. Finally, this session will involve a discussion on Region 3's use of Geographic Information System (GIS) tools, web mapping, and RCRAInfo to track and monitor Ics at corrective action facilities.

Ross Gilleland, Region 1 (Gilleland.ross@Epa.gov or 617-918-1188)
Ross Gilleland is the strategy and technical lead for the Region 1 OSRR Records and Information Center serving the Superfund, RCRA, Brownfields, UST, and Oil Pollution Act programs. He actively advocates for national solutions to improve communication tools for EPA, state, and public stakeholders. Ross has a degree in civil engineering and was previously a remedial project manager for the Pine Street Canal, Pinette's Salvage Yard, and O'Connor Superfund sites.


Joel Hennessy, Region 3 (Hennessy.joel@Epa.gov or 215-814-3390)
Since 1988, Joel Hennessy has provided geologic technical support to the RCRA Program in EPA Region 3 in the Office of Technical and Administrative Support, Land and Chemicals Division. Joel primarily supports RCRA Project Managers in the implementation of RCRA Corrective Action, but he has also participated in various headquarters workgroups associated with that program. He is one of three principle authors of EPA’s Handbook of Groundwater Protection and Cleanup Policies for RCRA Corrective Action, and is currently conducting training across the country in RCRAFirst, an outgrowth of a Lean evaluation of the corrective action investigation and remedy selection process. Since 2007, Joel has been active in GIS mapping, website presentation, and field oversight of institutional and engineering controls, and helped develop the Region 3 RCRA Long Term Stewardship Approach that is now in its third year of implementation. Joel has a BS in Geology from Purdue University (1981) and an MS in Geology from Arizona State (1983).


Steve Wyman, Office of Superfund Remediation and Technology Innovation (OLEM) (Wyman.steve@Epa.gov or 703-603-8882)
Steve has been with EPA since 1997. He worked in Region 7 as a librarian, Region 6 as the Superfund records manager, and since 2004 at the Office of Superfund Remediation and Technology Innovation (OSRTI) at Headquarters. Steve came to Headquarters to modernize the Superfund Document Management System (SDMS), which in his role as project manager and team leader, he helped incorporate into the Superfund Enterprise Management System (SEMS) along with CERCLIS and the Institutional Controls Tracking System (ICTS). Steve now serves as the Chief Architect of OSRTI systems integration and planning.

Anthony Austin, Office of Site Remediation Enforcement (OECA) (austin.anthony@epa.gov or 202-564-6943)
Anthony Austin is an attorney-advisor in EPA's Office of Site Remediation Enforcement, within the Office of Enforcement and Compliance Assurance. Anthony joined OSRE after serving as a Superfund enforcement attorney in EPA's Region 8. His work at OSRE includes resolving cleanup enforcement issues relating to institutional controls and long-term stewardship, tribes, and states at Superfund sites and RCRA facilities. He co-chairs a national EPA workgroup on institutional controls and also serves on EPA's Burlington Northern Response Team. Prior to joining EPA, Anthony defended various health care providers in negligence actions throughout Colorado and was a law clerk for the Honorable Diana Terry on the Colorado Court of Appeals. He earned his B.A. from the University of California, San Diego; his J.D., with highest honors, from Golden Gate University School of Law; and his LL.M. from the University of Denver Sturm College of Law.


Craig Boehr, Office of Site Remediation Enforcement (OECA) (boehr.craig@epa.gov or 202-564-5162)
Craig Boehr is an attorney-advisor in the Policy and Program Evaluation Division of the Office of Site Remediation Enforcement within EPA's Office of Enforcement and Compliance Assurance (OECA). Craig began his current position at EPA in 2011. He specializes in enforcement issues related to the 2002 Brownfields Amendments to Superfund, institutional controls, and the reuse of contaminated properties. He served as the lead drafter for OECA's "Common Elements Guidance," the core enforcement document that discusses the three "self-implementing" landowner liability protections of the Brownfields Amendments. Craig received a B.A. in Political Science from the University of California, Berkeley and his J.D. from the University of San Diego School of Law.
