Superfund Quality and Sample Support (QSS) Pre-Solicitation Webinar

The Superfund Quality and Sample Support (QSS) Pre-Solicitation Webinar will provide a technical overview of the procurement and respond to industry questions regarding the Performance Work Statement (PWS) and upcoming Request for Proposal (RFP). General contract information will also be presented. The QSS contractor shall perform Contract Laboratory Program (CLP) sample scheduling and tracking, analytical chemistry data review/assessment, invoice preparation, and reporting in a production environment; administrative, cost recovery, and analytical services support; quality assurance technical support; and information systems operations, maintenance, development, and security. The NAICS code for the QSS procurement is 541611 - Administrative Management and General Management Consulting Services. Shari Myer, U.S. EPA Analytical Services Branch (ASB)
Shari is Chief of the Analytical Services Branch (ASB) and is responsible for the overall function and execution of the CLP since 2016. Shari has supported the ASB since 2010, as Inorganic Services Program Manager Quality Assurance Technical Support (QATS) Contracting Officer’s Representative (COR), and Analytical Services Team Lead. Prior to joining the EPA in 2009, Shari worked in private industry as a Laboratory Director for an environmental testing laboratory and Project Geologist/Manager for environmental consulting firms.


Lucinda Taylor, U.S. EPA Analytical Services Branch (ASB)
Lucinda is ASB's Sample Management Office (SMO) COR responsible for the day-to-day technical activities and the overall SMO operations. Lucinda has over three decades of CLP and project management experience. Prior to joining ASB, Lucinda was a Contracting Officer supporting the Superfund program. Prior to joining EPA, Lucinda worked with the Federal Communications Commission and the Department of Health & Human Services.


Helen Britz, U.S. EPA Analytical Services Branch (ASB)
Helen is ASB's Business Operations Team Lead and Combined Analytical Services Contracts (CASC) COR, and is responsible for CLP operations including the day-to-day business activities (e.g., sample scheduling, tracking, invoicing, reporting, as well as program activities such as funding and procurement). Prior to joining ASB in 2016, Helen was a Contracting Officer and Team Lead supporting the Superfund program since 2011, and a Contracting Officer supporting other EPA program offices since 2005.


Renee Hamilton, U.S. EPA Analytical Services Branch (ASB)
Renee is ASB's Information Technology (IT) System Operations specialist responsible for the management of the CLP Support System (CLPSS) and all other ASB IT activities. Renee has supported Superfund Program's IT systems since 2008 and the EPA since 1987 in other IT positions. Prior to EPA, Renee held IT positions with other federal agencies as well as in private industry.


Brett Moody, U.S. EPA Analytical Services Branch (ASB)
Brett is ASB's Superfund Analytical Methods (SFAM) Inorganic Services Program Manager and the QATS COR. Brett is responsible for managing the technical aspects of the CLP’s inorganic analytical statement of work (SOW) and the quality assurance activities. Brett has been a chemist supporting the Superfund program and the EPA since 2015. Prior to EPA, Brett worked for the US Army Corps of Engineers and the US Treasury - Bureau of Engraving and Printing.


Debbie Lacroix, U.S. EPA Analytical Services Branch (ASB)
Debbie is ASB's SFAM Organic Services Program Manager. Debbie is responsible for managing the technical aspects of the CLP's organic analytical SOW. Prior to joining ASB as a chemist in 2020, Debbie worked for the EPA Region 10 laboratory, the Washington State Department of Ecology, the National Oceanic and Atmospheric Administration, and the University of Idaho, as well as several private consulting firms.


Derrick Gambrah, U.S. EPA Analytical Services Branch (ASB)
Derrick is ASB's High Resolution Superfund Methods (HRSM) Services Program Manager and the Data Assessment Support services contact. Derrick is responsible for managing the technical aspects of the CLP's HRSM analytical SOW and the data assessment activities. Prior to joining ASB as chemist in 2020, Derrick worked for the US Army Corps of Engineers as well as in private industry.


Ross Miller, U.S. EPA Office of Acquisition Solutions (OAS)
Ross is EPA's Contracting Officer supporting the CLP. In addition to administering all active CASC and CLP support contracts, Ross performs all pre-award contracts duties including drafting and releasing solicitations, evaluating proposals, negotiating with offerors, and awarding contracts. Ross has worked on CLP and other Superfund contracts since 2009. Prior to working at EPA, Ross was a civilian contract specialist with the Department of the Navy.


Eric Langett, U.S. EPA Office of Acquisition Solutions (OAS)
Eric is EPA's Contract Specialist supporting the CLP. Eric’s primary role is to manage the day to day contractual activities of the CLP. Eric has been supporting the Superfund program and the EPA since 2016.

Ms Balent is on the staff of the EPA's Technology Innovation and Field Services Division where she has worked to collect and disseminate hazardous waste remediation and characterization information since 2003. Ms Balent manages the Clean Up Information Network website and actively supports online communication and collaboration resources available to EPA. She formerly worked with the US Army Corps of Engineers Environmental Engineering Division in the Buffalo District. Ms Balent was also a member of the SUNY-Buffalo Groundwater Research Group where she constructed and tested large scale models of groundwater flow. Ms Balent has also conducted research relating to the Great Lakes, environmental remediation, and brownfields re-development. She holds a Bachelor's degree in environmental engineering from SUNY-Buffalo and a Master's degree in Information Technology from AIU.
