Franklin Cleaners, Hempstead, New York

Description
Historical activity that resulted in contamination.

Franklin Cleaners is the site of a former dry cleaner located in the Village of Hempstead on Long Island in New York. It is listed as a Class 2 Inactive Hazardous Waste Site, which means that a consequential amount of hazardous waste was released that is posing a significant threat to public health or the environment. A dry cleaner operated on this site from 1957 until 1991. The site is approximately 1/8 acre in size and includes a two-story building with residential apartments on the second floor and a coin laundromat and a delicatessan occupying the first floor. The former dry cleaner occupied part of the first floor and the basement. Except for the immediately adjacent properties, the surrounding properties are residential.

Remediation Scenario

Cleanup Goals:
  Reduce, control, or eliminate contaminated media to the extent practicable; eliminate the threat of groundwater and indoor air contamination by eliminating on-site soil contamination; eliminate the potential for human exposure to on-site contaminated soils. Provide for attainment of SCGs to the limits of the affected area to the extent practicable (SCG for PCE in soil, 1.4 mg/kg; PCE in groundwater, 5 µg/L).

Final remediation design:
The final system consists of soil vapor extraction (SVE) of PCE-contaminated soil with on-site treatment of vapors using granular activated carbon (GAC); air sparging of shallow on-site groundwater with teatment of vapors by SVE system; extraction of contaminated groundwater at the leading edge of the plume. A temporary vapor mitigation system was installed to control on-site indoor air contamination using air purifying, ventilation, and vapor barrier systems. This system will be operated until the source area remediation has been effectively completed.

Results to date:
Current groundwater data indicates 120 to 670 ug/L of PCE.

In Situ Soil Vapor Extraction
