Risk Management During the Cost Estimating Process

The Society of American Military Engineers (SAME) Denver Post and Philadelphia Post along with the US Environmental Protection Agency (EPA) are hosting a series of webinars based on talks given at recent Design and Construction Issues at Hazardous Waste Sites (DCHWS) Symposiums. The mission of the DCHWS symposiums is to facilitate an interactive engagement between professionals from government and the private sector related to relevant and topical issues affecting applications of engineering and science associated with cleaning up hazardous waste sites. The symposiums also serve as a platform to facilitate the exchange of information, encourage dialogue, share experiences, and build and enhance communication among design and construction professionals.
This presentation will address the following:
- Identification and quantification of risk during progressive phases of design;
- How to mitigate risk through contract language or added cost;
- Provide examples of how risk costs are estimated, assigned, and weighted due to probability and
impact of risk. - How multiple risk components are analyzed and a cost strategy is developed.
- Provide examples of high risk projects and mitigation as well as low risk projects and mitigation.

Presenters:
Greg Mah-Hing, PE, Jacobs
Greg is a licensed Professional Engineer (PE) in California. He previously worked for thirteen years as Project Engineer and Project Manager for heavy civil contractor specializing in deep excavations, tunnels, utilities and cross country pipelines. He performed cap of PCB contaminated site in late 1980's. He also has twenty years with CH2M/Jacobs as Manager of Estimating for the Environmental Services Group. Manager responsible for global estimating services including proposal development and bidding strategy for cost-reimbursable, fixed-price and unit price contracts for hazardous waste and contaminated site cleanup, munitions cleanup, nuclear, water/wastewater treatment plant, utility, federal facilities and construction management projects. He has also served as the Construction Manager for the San Francisco-Oakland Bay Bridge Skyway and the Los Angeles Red Line Tunnel Project (CH2M HILL). He has also worked as an Estimating Manager for OHM Remediation covering the Western States through the Pacific area (7 years) and Chief Estimator for Bechtel National (3 years). He is a co-author of AACE Recommended Practice 107R-19, Cost Estimate Classification System – As Applied in Engineering, Procurement, and Construction for the Environmental Remediation Industries. Greg has a BS in Civil Engineering from University of California, Berkeley.
Steven Foster, CPE, Jacobs
Steve Foster is an ASPE Certified Professional Estimator (CPE) and has thirty-six years in Construction Management including Estimating, Risk Management, Project Controls, and Project Management. He also has ten years experience as construction superintendent and journeyman electrician working on commercial high-rise buildings, hospitals, refineries, and pulp & paper. Steve served as the Manager of Estimating at the following nuclear sites: Hanford, WA., Caulk River, Canada, and Harwell / Winfrith nuclear sites in the UK. Estimating, Risk Management, and EVMS. He supported and trained international partners at the ITER nuclear site in France. Steve has a B.S. in Construction Management from Washington State University

Ms Balent is on the staff of the EPA's Technology Innovation and Field Services Division where she has worked to collect and disseminate hazardous waste remediation and characterization information since 2003. Ms Balent manages the Clean Up Information Network website and actively supports online communication and collaboration resources available to EPA. She formerly worked with the US Army Corps of Engineers Environmental Engineering Division in the Buffalo District. Ms Balent was also a member of the SUNY-Buffalo Groundwater Research Group where she constructed and tested large scale models of groundwater flow. Ms Balent has also conducted research relating to the Great Lakes, environmental remediation, and brownfields re-development. She holds a Bachelor's degree in environmental engineering from SUNY-Buffalo and a Master's degree in Information Technology from AIU.
