This acquisition is a full and open competition under NAICS code 562910. DLA-Energy requires the performance of thermal remediation activities at seven former bulk field-constructed underground storage tanks (BFCUSTs) within the South Tank Farm Area at Defense Fuel Support Point (DFSP) San Pedro, CA, in order to obtain a No Further Action decision. Each BFCUST, surrounding treatment area, and contaminated plume zone is defined as a Site. The seven BFCUSTs were selected for the following in situ thermal remediation technologies: electro-thermally enhanced multi-phase extraction for BFCUSTs 1, 5, 7, 11, and 12, and steam-enhanced thermal extraction at BFCUSTs 4 and 15. The contractor shall be capable of all aspects of thermal remediation design, installation, and operation and of addressing and interpreting all environmental laws and regulations as needed. The requirement is for a 36-month contract with a period of performance from November 1, 2019, to October 31, 2022.
