LEADVILLE MINE DRAINAGE TUNNEL WATER TREATMENT (COMBINE)

The Government contemplates award of a firm-fixed-price purchase-order contract resulting from this solicitation. The period of performance is January 6, 2020, through March 31, 2020. The Leadville Mine Drainage Tunnel Treatment Plant has been safely and effectively treating water from the tunnel to the Arkansas River since 1991. As the existing plant nears the end of its designed life, the process equipment and auxiliary equipment are showing signs of deterioration. Further, the design codes have changed over the last 30 years. These issues contribute to operational and safety concerns at the existing plant. The Bureau of Reclamation is evaluating new processes for treating water from the tunnel to determine whether new technologies or combinations of processes might offer increased efficiency and optimization to treat the tunnel water in the future. A Design Estimating and Construction (DEC) Review is needed to ensure that the proposed project's design, cost estimating, and construction are technically sound and appropriate for decision-making.This DEC Review will evaluate the Preferred Alternative, which is a replacement/upgrade of the entire Water Treatment Plant within the existing site. The planned water treatment process includes pH reduction and air stripping for alkalinity reduction, followed by increasing pH for metals precipitation and polymer addition to aid coagulation and settling, followed by filtration and pH reduction. Solids from the process will be held and dewatered in a batch process using a plate and frame filter press. ICE HARBOR ROTOR POLE ASBESTOS ABATEMENT (SOL)

NAICS: 562910. THIS SOLICITATION IS OPEN AND UNRESTRICTED. This will be a firm-fixed-price contract. Ice Harbor Lock and Dam has a construction project titled "Ice Harbor Turbine Installation and Rewind Units 1-3." Currently this work is being performed by Voith Hydro Inc. (VOITH). For Turbine Unit 3, the Government has the option for VOITH to refurbish the rotor poles. Prior to that work being performed, asbestos abatement must be performed to clean and abate the asbestos from the copper rotor pole field coils. The purpose of this contract is for the contractor to perform asbestos abatement on 9 rotor poles. Description: The full rotor pole assemblies will be shipped to the location of the abatement and refurbishment business by the Government. The abatement company will need to off-load the rotor poles received at their business location, disassemble the pole bodies from the copper field coils and clean and abate the insulation and asbestos-containing materials (ACM) from the field coils. Rotor pole bodies and component surfaces exposed from the disassembly process shall be wiped and cleaned to remove any remnant ACM oil/dust. The field coils shall be cleaned and abated and stored at the business location. NAICS: 541620. THIS SOLICITATION IS SET ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) FIRMS. The acquisition will use simplified procedures for commercial items. The NAICS code is 541620 (Environmental Consulting Services), size standard $16.5M. The Ralph H. Johnson VAMC (109 Bee Street, Charleston, SC), six community-based outpatient clinics, and eight administrative facilities require various industrial hygiene (IH) and environmental services. These services include indoor air quality (mold spore trap or direct exam testing/analysis/culture), lead air monitoring, lead chip/wipe testing/analysis, asbestos air samples and air clearance monitoring/testing (PLM & TEM), asbestos bulk sampling/inspection, and IH exposure sampling for various other agents (bacteria, fungi, drugs). The period of performance for this requirement is one base year plus 4 option periods. Contractor shall perform IH monitoring, testing, and analysis on an as-needed or requested basis for asbestos, lead, mold, hazardous drugs, and environmental testing required by United States Pharmacopeia (USP) 797. Contractor must have Certified Industrial Hygienist (CIH) and South Carolina Department of Health and Environmental Control (SCDHEC) licensed asbestos inspectors and licensed project designers on staff who can respond to a request within 24 hours and be physically located with 50 miles of the medical center. Sampling will be requested to satisfy requirements set forth by the EPA AHERA, NESHAP, the SCDHEC Asbestos Standard 61-86.1., and the RHJ Center Policy Memorandum, No. 003SFT-15-11, Asbestos Exposure & Management Plan. REMEDIATION SERVICES AT THE PR-58 SITE IN NORTH KINGSTOWN, RI (SRCSGT)

NAICS: 562910. The U.S. Army Corps of Engineers, New England District (NAE) is issuing this sources sought for remediation services at the PR-58 site in North Kingstown, Rhode Island. This announcement constitutes market research to determine the interest, availability, and capability of 8(a), HUBZone, service-disabled veteran-owned, woman-owned, and other small business concerns under NAICS code 562910 (size standard 750 employees). The estimated cost of the work covered by this sources sought is $50M-$75M. The PR-58 site was previously used by the U.S. Navy as a military camp from 1942 until the end of World War II, by the U.S. Army as the Nike Battery PR-58 from 1954 to 1962, by the U.S. Navy as the DVTA from 1964 to 1974, and by Peabody Clean Industries (PCI) for hazardous materials storage and treatment from 1980 to 1983. Historical operations conducted on the property by these operations resulted in releases of hazardous materials and impacts to environmental media. In addition, multiple releases of contamination have been documented on sites located downgradient and unrelated to the site. It is likely that plumes from these sites have commingled with the plume that resulted from activities performed on the site. The source area has been defined as the area of the site where chlorinated VOCs have been identified at concentrations greater than 10,000 ug/kg in soil and/or 70,000 ug/L in groundwater. Investigations indicate that residual DNAPL is still present in the deeper unconsolidated overburden deposits and bedrock fractures in an area about 1/3 acre in size beneath the site. The exact vertical and horizontal extents of the source area are not currently well defined with the limited data available. The vertical extent consists of 25-45 feet of unconsolidated deposits underlain by about 40 feet of basal glacial till and weathered bedrock and at least 60 feet of competent bedrock with known contamination. The total depth of the source area in the bedrock is not defined at this time but is estimated to be roughly 150-200 feet below ground surface (bgs). The U.S. Army Corps of Engineers, New England District has a future requirement based on the 2019 Decision Documents for the Former Nike Battery PR-58 And Disaster Village Training Area, Quonset Point Naval Air Station, North Kingstown, Rhode Island. NAE is currently embarking on a pre-design investigation for the source area remediation that includes definition of the lateral and vertical limits of the treatment zone; testing to select the optimal thermal remediation technology; and assessments of the natural reactivity of the native rock with the chemicals of concern (relevant for future monitoring of natural attenuation). The product of this pre-design investigation will be a 30% design of the source area thermal remedy. PROJECT REQUIREMENTS: The objective of this remediation is to aggressively remediate all impacted areas (which includes the source area and the dissolved plume) in the shortest timeframe and render the source area and vicinity suitable for unlimited use and unrestricted exposure (UU/UE) in the long term. The following technologies are the selected remedy per the 2019 Decision Document: (1) in situ thermal treatment using electric resistance heating (ERH) or thermal conduction heating (TCH), (2) in situ reductive dechlorination (abiotic and/or biotic) throughout the plume, (3) monitored natural attenuation (MNA), (4) institutional land use controls (ILUC) and community involvement, and (5) five-year reviews in accordance with CERCLA. Interested firms are invited to submit a capabilities package. Include projects demonstrating experience meeting remediation goals utilizing each of the following: ERH, TCH, SVE, reductive dechlorination, MNA, LUC and Community Involvement, and five-year reviews under CERCLA. Indicate whether the roles performed were by the prime or subcontractor(s). Limit responses to 20 pages. CAPABILITIES STATEMENTS MUST BE RECEIVED BY 3:00 PM ET ON JANUARY 24, 2020. The results of this survey will be considered to be in effect for a period of one year from the date of this notice. RELEASE OF THE SOLICITATION IS ANTICIPATED IN OR AROUND OCTOBER 2020, with award in June 2021.
