EPA placed the Vienna Wells Site (Missouri) on the NPL on September 30, 2010, where PCE has been detected in two of the City of Vienna's public supply wells. The selected remedy for the site includes excavation and off-site disposal of contaminated soil, groundwater extraction, and treatment of the contaminated groundwater. The groundwater remedy requires the installation of groundwater monitoring wells. This plan is for the installation of additional shallow (less than 90 ft deep) and deep (to 170 ft) monitoring wells at the hat factory property and vicinity to assist EPA in monitoring the effectiveness of the planned groundwater remedy. Wells will be installed in two mobilizations, designated Task 1 and Task 2. Completion of Task 1 (installation of up to 5 monitoring wells <90 ft deep) is proposed by early summer 2020, and completion of Task 2 (installation of up to 2 monitoring wells <90 ft deep and 3 monitoring wells up to 170 ft deep) is proposed for shortly thereafter, dependent upon funding from EPA. The anticipated period of performance for Task 1 is June 1-July 15, 2020. It is possible that EPA will secure funding for Task 2 by the start date of Task 2; if this occurs, drilling will proceed continuously with no need for a second mobilization for Task 2, with an anticipated completion date of August 31, 2020. The Government intends to award a firm-fixed-price type order resulting from this solicitation. This Sources Sought Notice constitutes market research for information and planning purposes only in seeking potential sources to conduct all necessary support of soil remediation, asbestos abatement, and lead removal through the services of VA Professional Industrial Hygienists (VIPH) and a MA-Licensed Site Professional (LSP) to support the demolition of Buildings 17, 18, 19, 21, and 23 of the Leeds Veterans Affairs Medical Center (VAMC). This effort will be a SERVICES project in support of a demolition project that shall conduct project management & field coordination, excavation outline, soil excavation, representative analytical sampling of stockpiles & confirmatory sampling, transportation of contaminated soil, and soil replacement & seeding. The LSP shall conduct and provide confirmatory samples from each excavated area after soil remediation to ensure the total lead concentrations are less than 200 mg/kg. Should a result be found over 200 mg/kg, Contractor will be instructed to mobilize and excavate those areas identified. After each area is excavated, the LSP shall pull samples to ensure the total lead concentrations are less than 200 mg/kg. This process will repeat until the total lead concentrations are less than 200 mg/kg. Permits and licenses are the responsibility of the contractor. The proposed project will be a competitive, firm-fixed-price contract, NAICS code 562910 (size standard $22M), duration currently estimated at 275 calendar days from Notice to Proceed. CAPABILITY STATEMENTS MUST BE RECEIVED VIA EMAIL NO LATER THAN 10:00 AM ET ON JANUARY 17, 2020. The VA Central Western Mass requires demolition of Buildings 17, 18, 19, 21, and 23. The area will return to green space. Work shall include soil remediation, asbestos abatement, and removal of utilities before demolition. All work must meet VHA, OSHA, EPA, and Massachusetts DEP standards. There is lead paint, lead-contaminated soil, and asbestos present. Contractor is to comprehensively abate asbestos per attached surveys, remove all utilities indicated, remove lead contaminated soil, demolish all five buildings and remove all debris to include the concrete pad and foundations. Soil remediation is required at all five buildings. Lead-based paint is present in all five buildings. Contractor must use all reasonable means to divert construction and demolition waste from landfills and incinerators and facilitate their salvage and recycle. Contractor shall refill and grade all excavated areas with clean uncontaminated soil (conduct confirmatory sampling or provide certification indicating the soil is not contaminated) into each excavated area after demolition of building and apply hydro-seed to stabilize each excavated area. Contractor shall provide subsequent hydro-seeding in all areas that might not have stabilized to prevent any erosion. It is the Government's intent that at the end of construction the space will be leveled and returned to green space. The performance period for this work is 275 calendar days after receipt of order.

Battelle Energy Alliance LLC (BEA) Management & Operating Contractor of U.S. DOE's Idaho National Laboratory (INL) is seeking an expression of interest (EOI) from prospective offerors for ad hoc waste removal and cleanup support during construction projects at the INL. BEA is seeking qualified firms to compete for award of a subcontract in support of waste removal and cleanup during civil construction. As determined by BEA, a bidders list of qualified responders to this EOI may receive an RFP. The scope of this work includes removal and containerization of suspect contaminated soils, possible hazardous materials and/or debris to facilitate continuation of civil construction projects at site facilities. The work will be conducted on a short turnaround timeframe in hazardous waste, mixed waste, and radiologically controlled areas which will require the appropriate CERCLA and radiological control training and certification. Sampling and disposal of suspect contaminated soils will be the responsibility of BEA. INTERESTED FIRMS ARE INVITED TO PROVIDE EXPRESSIONS OF INTEREST VIA EMAIL BY CLOSE OF BUSINESS ON JANUARY 31, 2020. BEA will determine which offerors will receive an RFP for the project.
