NAICS: 562910. THIS IS AN INDIAN SMALL BUSINESS ECONOMIC ENTERPRISE (ISBEE) SET-ASIDE (SPECIFIC TO THE DEPARTMENT OF INTERIOR AND INDIAN HEALTH SERVICES). The Bureau of Indian Affairs (BIA) requires a contractor to provide lead-based paint (LBP) abatement services for Building 98, a 4,000-square-foot maintenance garage located at 146 West Pima Street in Sacaton, Arizona, on the Gila River Indian Reservation. Building 98 contains structural steel beams with deteriorating lead-based paint covering approximately 2,642 square feet of surface area. The facility is currently in active use and requires careful planning to minimize operational disruptions while ensuring the safety of occupants, workers, and the surrounding environment during all abatement activities. The work will be conducted in six phases: 1) pre-abatement services; 2) mobilization and site set-up; 3) abatement operations; 4) health and safety compliance; 5) waste management and disposal; and 6) post-abatement verification and clearance. The contractor shall provide ongoing construction-phase reporting and compliance documentation, clearance sampling, and waste characterization. The contractor shall also maintain and submit regulatory and waste tracking documentation, including hazardous waste manifests and disposal certificates. Upon completion of abatement activities, the contractor shall submit clearance documentation (visual inspection reports, air and wipe sampling results), as-built conditions, and comprehensive photographic records. Final closeout deliverables shall include a final abatement report, project closeout documentation, and all supporting binders and searchable electronic files in accordance with contract requirements. The Government contemplates awarding a firm fixed-price contract resulting from this solicitation. Questions are due by 5:00 PM PST on June 26, 2026. OFFERS ARE DUE BY 5:00 PM PST ON JULY 10, 2026.
