NAICS: 541380. Oak Ridge National Laboratory (ORNL) is seeking a technology transfer commercialization partner for a Nanocapsular Radiation Track Etch Indicator technology. Radioactive contamination from spills of radioactive materials and accumulation of radon gas within homes can be colorless, odorless, and essentially invisible without proper detection equipment. Conventional track etch materials used for detection of radioactive materials require laboratory processing. ORNL is developing a nanocapsular track etch material that delivers a visible indication following exposure to alpha-particle radiation. The new capsules feature a biodegradable etch mechanism that provides feedback to users without laboratory processing. The technology can be implemented on small, fixed surfaces such as wipes and sticky notes to provide low-cost single-point test strips or aerosol-dispersed to larger surfaces, including entire laboratories, to facilitate safe and effective cleanup following radiological spill events. The technology, formulated as low-cost test strips, will also significantly impact in-home testing for radon. The Government contemplates awarding a single Blanket Purchase Agreement (BPA) award with an overall performance period of one base year and four one-year option periods for industrial hygiene services. This BPA will be awarded using a firm-fixed-price / time-and-materials hybrid-type contract. The GAO Headquarters Building was constructed ca. 1950, a time period in which certain potentially hazardous building materials were in prevalent use, including asbestos and lead. NAICS: 541620. The scope of services requested of the subcontractor is to develop an engineered design to repair and stabilize three mud pit caps. To support the design, the subcontractor shall conduct a geotechnical site investigation at the Amchitka, Alaska, site. The geotechnical investigation requirements are presented in the SOW attached to the FedBizOpps notice. In conjunction with the geotechnical site investigation, the subcontractor will collect additional samples for chemical analysis. The chemical sampling requirements are provided in the attached Chemical Sampling and Risk Calculation Work Plan for the Amchitka, Alaska, site (LMS/AMC/S22159) (Chemical Sampling and Risk Calculation Work Plan) (Attachment B). The subcontractor will be performing this geotechnical site investigation to assess slope stability of current conditions at select mud pit locations and the mud pit repair design for potential in-place stabilization or relocation of select mud pits as discussed in the SOW. A Professional Engineer with current registration in the state of Alaska (the Engineering Subcontractor) shall provide the above services. A mandatory, virtual site briefing will be conducted on Thursday, November 14, 2019: review of the SOW and contract information from 10:00 - 12:00 MT, and review of the chemical sampling scope from 1:00 - 2:00 MT. PROPOSALS MUST BE RECEIVED BY OR BEFORE 4:30 PM MT ON DECEMBER 12, 2019. Notice of Award is anticipated by December 31, 2019, with Notice to Proceed likely by January 15, 2020. The site work is scheduled to begin in spring 2020 and be completed approximately one month later.
