The U.S. Department of Transportation's Maritime Administration (MARAD), holds a Nuclear Regulatory Commission license to "possess but not operate" a defueled, nuclear reactor facility located onboard the N.S. Savannah (NSS). MARAD's decommissioning of the nuclear reactor is required prior to December 2031 when the license will expire. MARAD is issuing a DRAFT RFP to provide specific details of the anticipated requirements for the future project, entitled "Controlled Industrial and Radiological Dismantlement of the Facility (DECON) leading to License Termination (LT)." The purpose of this notice is to enable all interested parties to formulate and articulate questions and comments related to the draft RFP. ALL QUESTIONS AND COMMENTS MUST BE SUBMITTED VIA EMAIL NO LATER THAN 4:00 PM ET ON OCTOBER 15, 2019. Contractor shall provide support to MARAD in its conduct of NSS licensed activities, including physical custodial care and safeguarding. Contractor shall provide nuclear decommissioning services to MARAD, including (a) specialized technical expertise in licensing and operations; (b) specialized technical services, labor, equipment and supplies to carry out radiological protection, monitoring, and surveillance programs; (c) engineering, planning, labor and supervision to carry out decommissioning industrial dismantlement activities and handling and packaging of waste materials; and (d) services for waste material transportation and disposal. Contractor shall also provide labor and supervision to equip, provision, outfit, maintain and repair the NSS in a safe and secure condition and provide a safe onboard working environment for all staff. A hybrid contract is anticipated with firm-fixed-price (FFP), FFP with Economic Price Adjustment, and time-and-materials CLINs during the 5-year period of performance.

The U.S. Army Corps of Engineers, New England District is issuing this sources sought announcement to determine interest, availability, and capability of small and large business concerns to perform the required work and to determine if a Best Value or Invitation for Bid approach is in the best interest of the Government. The requirement is for environmental remediation dredging of tidal flats and an outfall drainage channel in the Housatonic River adjacent to the Stratford Army Engine Plant, Stratford, Connecticut, NAICS code 562910. The District plans to award this project using a design-bid-build model, with the issued for bid (100%) design to be issued on or about November 2020. The construction is expected to take 18 months. The estimated construction cost is between $50M and $60M. The work consists of environmental remediation via mechanical dredging of the tidal flats and an outfall drainage channel adjacent to the Stratford Army Engine Plant to remediate metals and PCBs affected sediments. About 140,000 cy of material need to be removed from the tidal flats and an additional 5,000 cy from the drainage channel. Dredged material must be dewatered, solidified with cementitious materials, and placed on site for future beneficial re-use. A small portion of this material requires off-site disposal at RCRA D (solid waste) and TSCA-approved landfills. This material will require segregation during dredging. The tidal flats will require backfilling with sand material and restoration of a relatively small area of salt marsh. Interested firms are invited to submit an information package (20 pages max) that describes the firm's relevant capabilities and preferred acquisition approach.
