SOURCES SOUGHT FOR ASBESTOS REMEDIATION IN PETERSBURG AND SITKA, ALASKA USCG HOUSING UNITS (SRCSGT)

THIS IS A SOURCES SOUGHT NOTICE FOR MARKETING RESEARCH PURPOSES ONLY. The U.S. Coast Guard (USCG) is seeking qualified vendors with experience in the removal of asbestos-containing materials and with residential exterior renovations and boiler replacement, as part of its Safe Homes Initiative project in Petersburg and Sitka, Alaska. In Petersburg, the work involves removing all hazardous materials from five duplex buildings and one single-family residence, totaling 11 family living units. The primary hazardous materials identified through environmental reports involve ACM, with the majority of ACM located in drywall components or textured finishing systems, such as popcorn ceilings. The reports indicate the existence of ACM flooring and flooring mastics in sporadic locations. In addition to drywall removal and replacement, the work includes, but is not limited to, replacement of all finishes, trim work, paint, doors, countertops, cabinetry, flooring, trim, plumbing fixtures, heating unit covers, exhaust fans, electrical outlets, electrical switches, light fixtures, and other incidental related items. In Sitka, Alaska, work includes the removal of all hazardous materials from 15 existing residential four-plex buildings. The primary hazardous material identified via environmental reports is ACM, with the majority located in crawl spaces and mechanical rooms. The scope of work includes asbestos abatement, boiler replacement, exterior refinishing and renewal, and the addition of an ADA-accessible ramp and arctic entry for one building. The project has a performance period of 475 days, which includes the completion of work in sequential phases to support moving tenants in and out of occupied units while work in buildings is taking place. The project in Sitka requires the contractor to secure temporary lodging for residents during construction and to perform work on up to two buildings at a time. Once work is completed in a building, residents will relocate back, and the contractor will proceed to the next building. This sequential phased approach ensures minimal disruption to residents while maintaining project efficiency. The performance period in Sitka is 720 days. Responses will assist the USCG Contracting Office in determining the acquisition strategy. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is to be determined based on responses to this Sources Sought notice.
